DevTech is currently managing USAID/Indonesia’s Economic Growth Support Activity (EGSA). EGSA has three objectives: i) enabling evidence-based decision making through ongoing analysis that links together the United State Government’s Indo-Pacific Strategy (IPS), Journey to Self-Reliance (J2SR), and Government of Indonesia (GOI) priorities (CDCS); (ii) improving Government of Indonesia (GOI technical capacity in tax collection, public expenditure, and financial accountability; and (iii) improving the business enabling environment for foreign and domestic business entities.
The Energy Cooperatives Expert (Consultant) will support the Ministry of Cooperatives and SMEs by providing recommendations for creating an enabling environment for energy cooperatives, specifically to support the utilization of off-grid rooftop photovoltaic (PV) or solar systems at household level. The Ministry of Cooperatives wishes to encourage the establishment of PV energy cooperatives to promote innovative cooperative products/services, improve the welfare of cooperative members by reducing home/community electricity cost through utilization of small-scale PV solar power generation, and contribute to the achievement of GOI’s target for mainstreaming renewable energy.
The Consultant will be responsible to: (1) Analyze the current energy cooperatives/SMEs involved in rooftop PV system in Indonesia, particularly on their membership patterns, business models, credit scheme, performance, networks, and engagement with private sectors and banks; 2) Analyze the readiness factors for cooperatives to adopt the rooftop PV provision for its members; 3) Develop policy recommendations to enable and empower energy cooperatives at national and sub-national levels; and 4) Deliver a dissemination workshop to share findings from the study and policy recommendations.

b) Conduct a review of the national and local regulatory framework, review of necessary policy such as credible engineering-procurement-construction standards, financing schemes, and benchmarking the experiences of Bali and DKI Jakarta.

a) Conduct survey/in-depth interviews, FGD and Stakeholder Consultations to take lessons learned from the successful business models of the existing energy cooperatives, like in Bali and DKI Jakarta, to facilitate replication by energy cooperatives in other provinces.
b) Lead and facilitate at least two Stakeholder Consultations with Government, existing cooperative energy, Private Sector and Banks to collect inputs on cooperatives’ readiness and capacity to adopt and manage rooftop PV energy and benefit to local economy from RE generation.
Participation of invitees at these consultations will be coordinated with the EGSA team and the Ministry of Cooperatives and SMEs.

All deliverables must be prepared in USAID reporting format and must be acceptable by EGSA and USAID.
The Consultant will submit their invoice monthly along with output produced and monthly progress report as attachments to the invoice. The invoice, output and progress report will be reviewed and accepted by EGSA Business Enabling Environment (BEE) Expert.
The Energy Cooperatives Expert will provide services for up to 50 days of level of effort (LOE) from November – April 2021.
