Job Description

Program Background

The Australia-Indonesia Partnership for Health Transformation (KITA SEHAT) is a four-year, approximately A$50 million investment by the Australian Department of Foreign Affairs and Trade (DFAT) to work in partnership with the Government of Indonesia (GoI) to advance Indonesia’s human and animal health agendas in identified areas of high priority. Building on elements from the previous phases of Australia’s assistance in the health sector, including the Australia Indonesia Health Security Partnership (AIHSP), KITA SEHAT will continue to support health security and related systems strengthening in the human health and animal health sectors, while renewing Australia’s support for primary health care in line with Indonesia’s health transformation agenda. 

Operating at national and selected subnational levels, the program will provide strategic advice on policy, governance, and service delivery approaches, with a strong alignment in areas where Australia can make distinctive contributions. KITA SEHAT will work through a range of mechanisms including technical assistance, public sector partnerships, research and CSO/NGO grants, and will coordinate with UN agencies and other development partners to ensure complementarity and avoid duplication. Gender equality, disability equity and social inclusion (GEDSI) and climate resilience will be a strong focus of the program and will be integral to achieving national health goals. 

The program’s long-term goal will be guided by four end of program outcomes (EOPOs): 

  • Primary health care policy and governance – national and selected subnational authorities have adopted improved primary health policies, service delivery approaches and governance arrangements. 
  • Primary health services – selected subnational authorities have improved the quality of and access to primary health services with a focus on stunting prevention and the inclusion of women, people with disability and other marginalised groups. 
  • Health system enablers – national and selected subnational authorities have enhanced core workforce capabilities in critical human and animal health system enabling functions. 
  • Health security – national and selected subnational authorities have increased capacity for health security and animal health policy development, strategic planning and the assessment, mitigation and management of acute and emerging health threats. 


The Role
The Public Sector Partnership Advisor will lead the coordination, facilitation and quality assurance of partnerships between Australian Public Sector (APS) and Indonesian public sector institutions, UN agencies, and other key stakeholders engaged under Kita Sehat. The role ensures that partnerships are strategically aligned with program objectives, effectively designed, operationally supported, monitored, and reported, in accordance with DFAT requirements and the program’s governance and MEL frameworks. The position supports long-term institutional linkages, responsive collaboration, and locally led engagement across national and subnational counterparts.

The role will work closely with a Partnerships Management Unit (PMU) within the Kita Sehat Program Management Team (PMT) and provide close support to DFAT’s health unit to ensure coherent partnerships and coordination functions. The PMU will work closely with the broader program team and report to the Team Leader.

About You

Roles and Responsibilities

Partnership Strategy, Planning and Coordination

  • Support technical teams and DFAT to engage with prospective Australian and Indonesian partner agencies, helping ensure early scoping discussions are well prepared, inclusive of the necessary expertise, and informed by program priorities.
  • Coordinate the overall partnership workflow on behalf of the program, ensuring collaboration across technical leads, MEL, GEDSI, subnational teams and DFAT and GoI stakeholders.
  • Facilitate joint planning processes so that partnership opportunities are identified, assessed and prioritised by the relevant technical teams, ensuring alignment with program objectives in primary health care, animal health, health security and system enablers.
  • Maintain oversight of the partnership pipeline and progress tracking, ensuring that multiple PMT members involved in design, implementation and monitoring are coordinated and informed.

Partnership Design and Quality Assurance

  • Coordination focal point for partnership activity design, ensuring technical teams retain responsibility for content and technical quality, while the Partnerships Manager ensures compliance with DFAT’s design requirements.
  • Facilitate internal design sessions with PMT technical areas and consolidate inputs into coherent design packages and ensure that partnership documentation reflects shared roles and responsibilities across DFAT, GoI, PMT and partner agencies, with an emphasis on joint ownership rather than centralised management.

Operational Support to Partnership Implementation

  • Coordinate logistical and administrative support provided by the PMT to partner agencies, including travel, accommodation, event support, and temporary office arrangements for visiting technical personnel.
  • Liaise regularly with Australian and Indonesian partner agencies to ensure effective implementation and issue-resolution mechanisms.

Monitoring, Evaluation and Reporting

  • Ensure Australian partner agencies meet reporting requirements, including bi-annual progress reporting, annual financial reporting where relevant, and completion reports or evaluations.
  • Work with the MERLA team to integrate partnership-related learning, data, and reporting into the overall program MERLA system.
  • Monitor partnership performance, identify risks, and escalate issues consistent with program risk management frameworks.

Stakeholder Engagement, Knowledge Sharing and Localisation

  • Support inclusive engagement with Indonesian ministries, provincial and district authorities, public universities, OPDs, and civil society organisations, consistent with the program’s localisation priorities and approach to locally led development.
  • Establish a community of practice, and facilitate knowledge exchange across partners, including support for regular coordination meetings, annual partnership forums, documentation of lessons learned, and maintenance of a partnerships database.

Governance and Secretariat Support

  • Provide secretariat support to partnership-related governance mechanisms, including technical committees and the Program Steering Committee, as required by the partnership application and approval processes.
  • Ensure effective communication between DFAT, PMT, partner agencies, and subnational program offices.

Selection Criteria

Essential Experience and Knowledge

  • Master’s degree in public policy, international development, public health, economics, or a related discipline, with minimum 15 years of progressive responsibility in program management, donor-funded development programs, or government engagement, with experience in a leadership or senior advisory capacity. 
  • Proven track record in designing, managing, and operationalising partnerships or institutional collaboration mechanisms, preferably in health, governance, or related sectors.
  • Demonstrated experience working with government ministries, bilateral/multilateral partners, and public service agencies, with strong knowledge of DFAT/APS agency processes.
  • Strong ability to manage complex stakeholder relationships, including high-level government officials, development partners, and technical agencies, fostering collaboration and achieving shared outcomes.
  • Excellent project management skills, including the ability to coordinate multi-year funding commitments, manage technical advisory inputs, and oversee knowledge-sharing activities.
  • Strong understanding of quality assurance, governance, and value-for-money principles in development partner-funded programs.
  • Experience with monitoring, evaluation and learning and ability to capture, synthesise, and disseminate lessons learned and policy insights to inform program decision-making and influence stakeholders.
  • Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders, including government officials, development partners, and technical experts.

Desirable 

  • Fluency in both English and Bahasa Indonesia, with proven ability to prepare high-quality written materials and deliver clear presentations in both languages.
  • Experience working on a DFAT funded development program and familiarity with DFAT strategies and policies.  
  • Australian Public Service experience is highly desirable.
