This position is in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the Bureau for Latin America and the Caribbean, at the U.S. Agency for International Development (USAID).

Duties
  • Advise LAC Bureau leadership and country leads, staff across overseas operating units within the LAC region, on designing and implementing effective programs and strategies to advance climate change solutions.
  • Implementing programs spanning climate change adaptation, clean energy and sustainable landscapes. Develop and manage regional climate change-related programs.
  • Serve as a technical expert for the LAC Bureau and other operating units on climate change, and environment issues more broadly, including USG climate policy approaches and negotiating positions as they pertain to foreign assistance.
  • Provide technical advice and guidance to USAID staff on a wide range of climate change and related technical and policy areas, including but not limited to climate change mitigation, climate change adaptation and climate finance.
  • Represent USAID within the U.S. interagency on climate-related technical and foreign policy matters, including the State Department and National Security Council.
  • Oversee or advise on key aspects of resource management across the LAC region, including country-level resource allocations for climate-related priorities and budget management within the LAC Bureau

Qualifications

Specialized Experience:

GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: Examples of qualifying specialized experience at the next lower level for this position include: a) demonstrated experience in program design and management of climate-related activities and partnerships in low and lower-middle income countries, preferably within the Latin America and Caribbean region; b) experience working with or advising government officials, private companies, financial lenders and/or local stakeholders on climate-relevant policies and programs; c) demonstrated experience and capacities for effectively engaging on climate change policy priorities within an international development context; and d) demonstrated experience and capacities for effectively communicating about the climate and development nexus, both in writing and orally. While not required, proficiency in one or more relevant regional languages (Spanish, Portuguese, French) is highly desirable.
