Lot 2 technical assistance, evaluation and training
Context:
Transtec is bidding for the Global Framework Contract launched by the European Commission - Service for Foreign Policy Instruments. This is an open procedure.
The Partnership Instrument is one of the funding instruments that enable the European Union (EU) to promote its core values and take part in shaping global change. The PI Multiannual Indicative Programme 2014-2017 foresees the creation of a large policy dialogues facility to support the Union’s relations with key partner countries. Such a facility is needed to respond to the dynamic and fast- changing global environment that European policies are being confronted with and to promote European interests in a timely manner
The Policy Support Facility (PSF) aims to support (existing) policy dialogues between the EU and partner countries in areas within the scope of “Europe 2020” and to facilitate economic and trade relations with partner countries. This Global Framework Contract (FWC) will be put into place to implement the PSF
The Partnership Instrument has a global reach. The assignments may cover any geographic area, within the European Union or in third countries.
The Partnership Instrument will come into play first and foremost for the EU’s strategic partners, and will thus be deployed in t Lo 2 mainly in the Asia-Pacific, the Americas and with Russia, Central Asia and the Gulf

Required positions:
For both positions, Master level is required, as well as fluency in English

The objective of the FWC Lot 2 is to provide, via individual assignments defined and contracted through specific contracts, short term expertise which can be mobilised at very short notice to carry out assignments such as technical assistance (feasibility studies, technical reports, baseline and benchmarking relevant for the policy dialogues), training and evaluation, in the following sectors:
