Job Description

Reporting to: RELP Country Delivery Director and the Ministry of Energy, Petroleum and mines (MEPM).

Location: Senegal - Dakar - hybrid model

Compensation: Competitive, according to experience

Duration: The assignment will run for a period of six (6) months from the date of signature of the contract, with the possibility of extension up to twelve (12) months as needed.

We are funded by philanthropic organisations, including the Rockefeller Foundation, Quadrature Climate Foundation, Ballmer Group, European Climate Foundation, and Packard Foundation, IKEA Foundation, Oak Foundation and Good Energies Foundation through Climate Breakthrough.

The candidate’s main focus will be to support the MEPM, through DEPSIE and in collaboration with Senelec, ASER, and other relevant stakeholders, in developing the “Transport Planning” and “Distribution Planning” components of the First Integrated Least-Cost Plan (Plan Integre a Moindre cout, PIMC), while ensuring the transfer of skills to national teams.

How will you contribute?

The Expert in Electrical Grid Planning will be responsible for:

  • Supporting working groups dedicated to transmission, distribution, and rural electrification development plans;
  • Supervising the collection and processing of data relating to network infrastructure (lines, substations, transformers, cables) in collaboration with Senelec, ASER, and other relevant stakeholders;
  • Collecting and validating geospatial data (mapping of existing networks and projects, demographic data, consumption data by area);
  • Analyze the current state of transport and distribution networks, identify constraints and reinforcement needs;
  • Provide training for MEPM teams and stakeholders on PSS/E, CymDist, and GEOSIM/OnSSET software;
  • Develop different scenarios for the development of transmission networks using PSS/E (or equivalent);
  • Conduct power flow studies, stability analysis, and transmission infrastructure sizing;
  • Develop different scenarios for the development and reinforcement of distribution networks using CymDist (or equivalent);
  • Analyze technical and commercial losses and propose optimization strategies;
  • Analyze potential load transfers between existing and planned source stations;
  • Ensure consistency between transmission and distribution development plans and other components of the PIMC (demand and production);
  • Document the methodology, assumptions, and results of the analyses;
  • Participate in the drafting of reports on network development and rural electrification plans;
  • Present the results and recommendations to the PIMC Technical and Steering Committees;
  • Ensure the transfer of skills to Ministry teams on electricity network planning methodologies.

Expected deliverables:

  • Report on the collection and validation of data on transmission and distribution networks (infrastructure, GIS mapping);
  • Report analyzing the current state of the networks and identifying constraints;
  • Training documents and user manuals for PSS/E, CymDist, and GEOSIM/OnSSET software;
  • Analysis reports on transmission network development scenarios (power flow studies, stability, sizing);
  • Reports analyzing distribution network development and reinforcement scenarios (losses, service quality, sizing);
  • Methodological note on electrical network planning
  • Technical documentation of models and analyses performed;
  • Monthly activity report and coordination meeting with RELP and MEPM;
  • Substantial contribution to the PIMC final reports on the ‘Transmission’ and ‘Distribution’ components;
  • Recommendations for sustaining network planning capabilities within the MEPM.

What you will bring?

  • Minimum Master’s degree (5 years of higher education) in electrical engineering, electrical networks, electrical engineering, or a related field;
  • At least 7 years of professional experience in electrical network planning and development (transmission and/or distribution);
  • Proven proficiency in PSS/E (PowerWorld or equivalent) and CymDist (or similar distribution software);
  • Proven experience in power flow analysis, network stability studies, and electrical infrastructure planning;
  • Knowledge of international standards and norms for electrical networks (IEEE, IEC, CIGRE);
  • Experience in rural electrification and use of geospatial tools (GEOSIM, OnSSET, or equivalent) would be a major asset;
  • Experience in integrating renewable energies into transmission and distribution networks;
  • Skills in mapping and use of GIS (Geographic Information Systems) tools;
  • Proven ability to train and supervise technical teams;
  • Excellent written and oral communication skills in French; fluency in English would be an asset.
