Job Description

Reporting to: RELP Country Delivery Director and the Ministry of Energy, Petroleum and Mines (MEPM).

Duration: The assignment will run for a period of six (6) months from the date of signature of the contract, with the possibility of extension up to twelve (12) months as needed. Part-time position.

Location: Senegal - hybrid model

We are seeking an Expert in Electricity Production Planning to join our dynamic, rapidly growing and innovative organisation.

The candidate’s main focus will be to support the MEPM, through the DEPSIE and in collaboration with Senelec, in developing the “Production Planning” component of the first Integrated Least-Cost Plan (Plan Integre a Moindre cout, PIMC), by developing different scenarios for electricity production development and ensuring the transfer of skills to national teams.

How will you contribute?

The Expert in Electricity Production Planning will be responsible for:

  • Supporting the working group dedicated to the production development plan;
  • Supervising the collection and processing of data necessary for production planning (installed capacity, investment and operating costs, availability factors, technical characteristics of power plants, renewable potential, fuel prices, etc.);
  • Training MEPM teams and stakeholders on SPLAT/MESSAGE software;
  • Develop and calibrate production planning models with SPLAT/MESSAGE;
  • Develop different production development scenarios, taking into account technical, economic, and environmental constraints (energy mix, penetration of renewables, security of supply, production costs, CO2 emissions, etc.);
  • Perform sensitivity analyses on key assumptions and parameters (fuel prices, investment costs, demand growth, etc.);
  • Ensure the correlation and consistency of results between SPLAT/MESSAGE and Senelec’s PLEXOS;
  • Contribute to the analysis of the economic and technical viability of the various production options, in coordination with the Senelec team and other relevant divisions of the Ministry;
  • Analyze production capacity requirements, levelized cost of energy (LCOE), marginal production costs, and necessary investments;
  • Document the methodology, assumptions, and results of production planning analyses;
  • Participate in the drafting of the report on the production development plan;
  • Present the results and recommendations to the Technical and Executive Committees of the PIMC;
  • Ensure the transfer of skills to Ministry teams on production planning methodologies;
  • Contribute to the integration of the production plan into the overall vision of the PIMC.

Expected deliverables:

  • Report on the collection and validation of production data (installed capacity, projects in progress, renewable and thermal potential, costs, technical characteristics);
  • Training documents and user manuals for SPLAT/MESSAGE software;
  • Technical documentation of the models developed (parameters, assumptions, calibration);
  • Analysis reports on the various production development scenarios, including:

a- Optimal energy mix per scenario

b- Timetable for commissioning new capacity

c- Economic analyses (investments, production costs, LCOE)

d- Environmental analyses (CO2 emissions)

e- Security of supply analyses

  • Correlation report between SPLAT/MESSAGE and PLEXOS results;
  • Methodological note on electricity production planning;
  • Monthly activity report and coordination meetings with RELP and MEPM;
  • Substantial contribution to the PIMC final report on the ‘Production Development Plan’ component;
  • Recommendations for sustaining production planning capacities within the MEPM.

What will you bring?

  • Minimum Master’s degree (Bac+5) in electrical engineering, energy, or a related field;
  • At least 7 years of professional experience in electricity production planning;
  • Proven proficiency in energy planning software (PLEXOS, MESSAGE, SPLAT, etc.);
  • Experience in integrating renewable energies into electrical systems;
  • Knowledge of electricity generation technologies (thermal, hydroelectric, solar, wind, storage, etc.);
  • Experience in economic modeling and energy mix optimization;
  • Ability to work in a team and transfer skills;
  • Excellent written and oral communication skills in French; proficiency in English would be an asset.
