Information background: The EUTF in Response to the Syrian Crisis, Madad, is managed by the Trust Fund who is located in Brussels. Madad is active predominantly in the neighbouring countries of Syria that host the majority of Syrian refugees. The Trust Fund shall address the needs of refugees, IDPs and returnees and provide assistance to the communities and the administrations in which those groups find themselves, as regards resilience and early recovery.
Overall objective: To establish a comprehensive and effective ‘Monitoring and Evaluation mechanism for the EUTF in response to the Syrian crises, the ‘Madad Fund’. The purposes are:
- Results-Oriented Monitoring: To conduct regular and ad-hoc external monitoring and develop recommendations for Madad-financed projects and provide evidence-based knowledge on the results and outputs, though the use of SMART qualitative indicators.
- Data Analysis: To assess effectiveness of the Madad project at thematic and geographic level, through centralised data collection and analysis based on the inputs received by project partners and sector/ country analysis.
- Impact-focussed Evaluation: To assess the sustainability, efficiency and effectiveness of Mada-funded programs and evaluate prospects of impact, through external portfolio evaluations.

Qualifications and skills
- Masters University Degree in Development, Business Administration, Education, Social Sciences or equivalent
- Proficiency in English
- Experience in post-conflict scenarios is considered an asset
General professional experience
- At least 10 years of professional experience in conducting Monitoring & Evaluation according to the methodology put in place by the main international actors such as EU, UN and WB and national actors; Professional experiences in conducting portfolio, impact focussed evaluations and studies is considered an asset;
- At least 3 years of professional experience in developing Overarching and Results Frameworks;
Specific professional experience
- Minimum 10 years working experience in the field of M&E of projects implemented by IOs, NGOs, and Member States Agencies with minimum of 5 years in senior managerial positions;
- At least 5 years professional experience in analysis of monitoring and evaluation methodology and reporting;
- Minimum 5 years of professional experience in the thematic areas targeted by Madad: livelihoods and economic empowerment, social cohesion, basic and higher education, health and wash services
- At least 5 years professional experience with EU ROM methodology
- 5 years of professional experience related to this contract in the geographic areas targeted by Madad (Turkey, Lebanon, Jordan and Iraq); professional experience in more than one country in question is considered an asset.
- Professional experience in M&E systems of development Trust Funds and/ or multi country programs is considered an asset
- Professional experience in performance assessment of National and Regional programs in the targeted countries is considered an asset
- Specific knowledge of the Syrian and Iraqi crises and the consequences of the refugee influx in neighbouring countries is an asset.

- The team leader shall be located in Brussels to ensure close cooperation with the EUTF managment and missions conducted to the field (Turkey, Lebanon, Jordan and Iraq).
