Statement of Duties to be Performed
A. Major Duties and Responsibilities
The Finance and Investment Specialist will assist OEG and other USAID/Egypt offices to develop strategies and approaches that unlock global private capital and massively increase the scale and sustainability of USAID programs. Duties may include development of investment strategies, partner identification and due diligence, as well as development of new approaches, facilities, or programs to increase access to capital. The Specialist uses his/her robust relationships with financial institutions and impact and private equity investment funds in Egypt and internationally to identify and close high-impact transactions in sectors that contribute to USAID’s goals. The Specialist interacts with the U.S. government interagency in Cairo and in Washington. To leverage complementary efforts, the Specialist proactively engages with the mission’s Private Sector Engagement (PSE) team as well as with the digital transformation and gender working groups, among others. The role includes mentoring USAID staff to improve overall knowledge and understanding of the roles that financial innovation can play to accelerate sustainable development impact at scale.

B. Specific duties and responsibilities include, but are not limited to:

  1. Mobilize and scale financial investments in key sectors such as climate change mitigation and adaptation, resilient agriculture, health, women’s empowerment, good governance, digitalization, and education. Serve as a technical advisor across the mission, providing demand-driven support to teams toward helping them scale private finance in the relevant sector(s).
  2. Manage and/or provide support in managing OEG current or planned activities in investment, development finance projects, buy-ins, among other planned finance activities.
  3. Build and maintain relationships with international and local institutional investors, capital market participants, private equity, banks, angel and impact investors, and others in the global, regional and Egyptian investment ecosystem. Establish and grow relationships with Government of Egypt stakeholders, development partners including multinational development banks, international financial institutions, other bilateral donors, etc. Foster relationships with U.S. government institutions, in particular the U.S. Development Finance Corporation and the U.S. interagency in Cairo.
  4. Serve as a thought leader in the mission for blended finance. Research cutting-edge tools, frameworks, and approaches available within the industry for potential applicability and adoption in Egypt.
  5. Mentor and supervise the OEG FSN Finance Specialist.
  6. Provide key knowledge and information to the OEG staff and other Mission staff on development finance activities and organizations, among other finance topics.
  7. Inform USAID/Egypt’s strategy for scaling international private capital in Egypt in line with USAID’s priority development outcomes.
  8. Support mission staff to identify private sector finance opportunities and develop and implement strategies for effective outreach to potential alliance partners.
  9. Design, manage, monitor and evaluate mechanisms to mobilize private capital. May serve as Contracting Officer’s Representative, Agreement Officer’s Representative, and/or Activity Manager on one or more mechanisms as appropriate

MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION

  1. Education: A master’s degree in finance, accounting, business administration, or related field is required.
  2. Prior Work Experience:
    • A minimum of seven years of increasingly responsible experience in the global financial services industry.
    • Of the seven years of overall experience, a minimum of five years of experience in at least two of the following areas: climate finance, trade finance, environmental and social corporate governance, project finance, agroindustry, emerging and frontier markets, capital markets, institutional investment, gender lens investing, and private equity.
