Project Description:

IDG is seeking an experienced candidate to serve as Finance and Operations Director support the anticipated USAID Strengthening the Capacity of Local Organizations Activity in Tanzania. This $10 - $25 million activity is envisioned to expand the share of USAID Tanzania’s programs that are locally led, in which local actors define priorities, design projects, drive implementation, measure results, and more fully own and sustain efforts to save lives. This localization support activity will provide services to USAID, partners in Tanzania, organizations, and Government of Tanzania entities to provide surge support, build capacity, and establish systems and processes to effectively design, implement, and monitor development objectives in the country. The activity will also strengthen the capacity of local entities to apply, receive, and manage USAID awards, and strengthen government-to-government funding, while reducing barriers of entry for nontraditional, local partners.

Position Description:

The Finance and Operations Director, under the supervision of the Chief of Party, will be responsible for the project’s financial and administrative management of the Activity. This includes budgeting, financial management, reporting, sub-agreement management, logistics, risk management, and compliance with USAID, country regulations, and IDG policies. The incumbent will also support the other project staff in maintaining the administrative aspects of the project and ensuring strict compliance with USAID regulations, policies, and procedures.

The Finance and Operations Director will be responsible for using accounting software to enter financial data, preparing project budgets, and developing internal and external financial reports. The Finance and Operations Director will oversee all administrative functions such as procurement, logistics, and local and international travel and may also support capacity strengthening activities related to financial management and administration of USG awards.

This anticipated position is open to local nationals.

Tasks and Responsibilities:

• Oversee all aspects of operational and financial management, including task workflow and deliverable schedule management, procurement, financial and budget management, local short-term technical assistance (STTA) consultant recruitment and management, logistics, and office management.

• Maintain reliable and accurate accounting records for the project, including reviewing and verifying the accuracy of invoices.

• Establish, maintain, and support other staff in understanding and implementing relevant operational systems, with an eye towards promoting proactive collaboration across technical and operational workstreams.

• Oversee the finance and administration, operations, and human resources in compliance with Tanzanian labor laws.

• Oversee monthly payroll and preparation of social charges and tax remittances for staff.

• Ensure project compliance with client, IDG, and local procedures, rules, and regulations for finance, procurement, and human resources.

• Liaise with relevant partners in support of project activities, including providing guidance and mentorship to local partners to strengthen capacity in financial management and compliance with USAID procedures, rules, and regulations.

Qualifications:

• Minimum of a bachelor’s degree in a related field such as finance, accounting, or business and a minimum of five (5) years of experience managing finances.

• Demonstrated experience in overseeing the finance and accounting of large donor-funded activities. USAID-funded projects are strongly preferred.

• Experience with procurement, finance, payroll and benefits, logistics and compliance-related requirements for USAID projects is required.

• At least three years of experience in bookkeeping and budgeting, preferably using Microsoft Excel.

• Strong skills in MS Office (Excel, Word, etc.).

• Experience with local requirements for USAID project registration, opening a bank account, and local labor law preferred.

• Experience with financial management information systems and software.

• Experience living and working in Tanzania. Residency in Tanzania required.

• Demonstrated effectiveness in an advisory capacity, including working with and mentoring other team members and partners.

• Demonstrated experience in managing multi-cultural project teams with diverse backgrounds and skills.

• Experience working with a diverse group of stakeholders, including donor/development organizations, government officials, community leaders, project beneficiaries.

• Excellent command of English, including written and verbal communication skills, and ability to communicate with diverse partners and stakeholders.
