USAID Zimbabwe Program Cycle Support Mechanism (ZimCycle) Activity

Period of Performance: 4 years


Project Description:

The ZimCycle activity will provide a platform for the procurement of a comprehensive suite of technical and advisory services that strengthen and facilitate the Mission’s program cycle practices and processes. The activity will improve knowledge management and enhance the use of data and evidence in programmatic decision-making.

Additionally, the ZimCycle activity will improve USAID/Zimbabwe’s and implementing partners’ Monitoring, Evaluation, and learning capacity. Ultimately, this will result in a more coordinated, evidence-based, and effective activity portfolio.
IDG is seeking an experienced Finance and Operations Manager to lead the financial management of the anticipated USAID Zimbabwe Program Cycle Support Mechanism (ZimCycle) Activity.

The Finance and Operations Manager is responsible for financial operations and management.

Key Responsibilities:

Ensuring efficient resource deployment and use, program accounting and financial reporting systems, and related reporting

Overseeing all aspects of budgeting, financial management, and financial reporting; sub- contract management and procurements; human resources management; asset management including vehicles; logistics; and compliance with terms and conditions of the contract

Preparing financial reports for submission to USAID, ensuring compliance with USAID financial and accounting procedures, standards, rules, and regulations

Ensuring systems and processes are implemented effectively to support implementation of the contract, including fraud and risk mitigation practices.

Preparing quarterly financial reports, including quantitative and qualitative ad hoc financial updates, as requested.

Qualifications:

Master’s degree in finance or a related field or a professional qualification in Accountancy, such as ACCA, CPA, or CIMA.

At least ten years of experience in overseeing financial operations and management of development activity budgets.

Proven expertise in finance, compliance, accounting, and auditing, including financial planning, monitoring of subcontract compliance and management and the establishment of internal controls.

Progressive responsibility and experience in financial management, including direct international work experience in developing countries with senior-level responsibility for administration and finance.

Demonstrated strong management, coordination, teamwork, and planning skills.

At least seven years of experience overseeing the procurement, administration and financial management and reporting.

Demonstrated familiarity with U.S. Government financial reporting and compliance equirements.

At least five years of experience in risk management and implementation of internal controls is required.

At least five years of experience managing donor-funded sub-awards, subcontractors and procurements is required.
Efficiency in English oral and written communication, including presentation and organization skills

Working experience in Zimbabwe is desired

Local language proficiency is preferred
