Background

To further develop its activities Enabel wishes to constitute a reserve of candidates, members of which will be sent to the field as expatriates when a new project or portfolio is signed. There, they will support the projects of the Belgian State’s bilateral cooperation programme and also projects for other donors (the European Union, etc.).

As Finance Coordinator you are responsible for managing the financial component of a support services hub. Those hubs were set up to support project management for the entire project portfolio in the country (or region).

Job description

Tasks and responsibilities:

· You are one of the mainstays of the support services hub.

· You lead a financial team of accountants and financial controllers.

· You prepare project budgets and ensure efficient, effective and correct use of resources.

· You ensure reliable and timely financial reporting to both internal and external stakeholders and deliver financial analyses that make a difference.

· You will ensure proper management of treasury and of banking relations.

· You participate in the preparation and management of grant agreements and organise financial control.

· You manage fiduciary risks and set up an effective and efficient internal control system. You implement and follow up on action plans resulting from audits.

· You take actions to increase the efficiency and effectiveness of processes and to improve service delivery.

· You support the Representation and the projects on specific challenges by providing financial expertise.

· You strengthen the capacities of partner entities where necessary.

Your profile

Required qualifications

· You hold a master’s degree.

Required experience

- You have at least 5 years of proven experience in financial management, risk management and auditing.

- You have proven experience in leadership and team management.

- You have experience in an international environment.

- Experience in auditing, risk management, public finance, process management or change management is a plus.

Required knowledge and skills

· You are an expert in numbers and work meticulously.

· You have strong problem-solving skills and take a solution-oriented and results-oriented approach.

  • You are service-oriented and like to offer support.

· You like to take initiative and act proactively.

· You enjoy assisting and leading teams.

· You are flexible and able to work in a changing environment.

  • You are comfortable with standard computer applications.

· You fluently speak and write French and Dutch. Excellent mastery of English is also required.

We offer you

· Entry in our recruitment reserve for a 3-year term. Subsequently, you will be invited to express your interest when Finance Coordinator job openings are launched within our projects (simplified recruitment procedures).

The duration of the employment contracts is linked to the duration of the projects and/or portfolios following the agreements signed with the partner countries and/or the donors.

· For persons engaged for a specific job: An open-ended contract with period clause, a salary package that comprises the monthly gross salary in accordance with our salary scales (Class 6 – Generic function International Administrative and Financial Officer) and Enabel expat benefits such as a remoteness, assignment and hardship allowance, coverage of housing expenses (capped), a moving compensation, an installation compensation, (capped) coverage of school expenses for children accompanying, an insurance package for the whole family, including repatriation insurance, and an annual round-trip flight ticket for each family member, etc.

· In case of expatriation without the (dependent) members of the family, up to six additional round-trip flight tickets to the country of origin or another destination (capped in accordance with Enabel rules).

The amounts vary in function of relevant recognised experience for the function and family composition.
