Position Description:
USAID/Rwanda’s Economic Growth Office intends to support the efforts of the Government of Rwanda to contribute to creating a trade-enabling environment through identifying and reducing non-tariff barriers to trade, strengthening soft infrastructure, and building more transparency and efficiency into the trade regulatory system. The Rwanda Trade Facilitation Activity (RTFA) contributes to achieving an improved enabling environment for the private sector and expanded access and responsiveness to markets.
IDG is currently seeking a Finance & Operations Manager to serve on the RTFA project. To apply for the position, please send your CV to the email listed in the posting. Please note that this position is contingent upon award of the proposal and USAID approval.
Key Duties and Responsibilities:
- Lead overall project field operations including financial, administrative, procurement, logistics, and human resource responsibilities.
- Serve as the lead for accounting, finance, invoicing, procurement and other finance functions as required by the contract.
- Execute all budget and financial tracking and reporting requirements and respond to related inquiries by USAID and the IDG Home Office in a timely fashion.
- In coordination with the home office, ensure project compliance with USAID and IDG procedures, rules, and regulations.
- Record all financial transactions into accounting system; manage project funding needs; develop, manage, and monitor the field project budget; and prepare financial reports to the home office.
- Reconcile project accounting and provide back-up documentation of all financial transactions for inclusion by the Home Office into monthly invoices to USAID.
- Process monthly payroll and corresponding deductions for local personnel, as needed.
- Manage all field procurements and ensure appropriate approvals are obtained from management.
- Coordinate regularly with the IDG home office and provide timely updates on finance and operations matters.
- Manage project operations including office space, equipment, logistics, and other administrative duties.
- Make logistical arrangements for the team.
Qualifications:
- Bachelor’s degree in finance, management, accounting or in another relevant field.
- At least 5 years of experience in financial and operational management specifically for donor-funded projects.
- Experience with procurement, finance, and travel logistics and related compliance for USAID projects is required.
- Experience with local requirements for USAID project registration, opening a bank account, and local labor law preferred.
- Previous experience in a managerial role on a USAID-funded project is preferred.
- At least 3 years of experience in bookkeeping and budgeting, preferably using Microsoft Excel is preferred.
- Strong skills in MS Office (Excel, Word, etc.).
- Spoken and written fluency in English required. Additional fluency in Kinyarwanda is preferred.
