Overview

USAID EGSA is supporting the Nusantara Capital City Authority (Otorita Ibu Kota Nusantara, NCCA or OIKN) with its effort in developing and relocating the state capital. We are seeking a Forestry Management Specialist with a proven track record in forest management geared towards ensuring sustainable forests. The selected candidate will be assigned to work under the supervision of the Director for Forestry Development and Water Resources in the Office of Deputy for Environment and Natural Resources of OIKN based in Balikpapan.

Responsibilities

Responsibilities:

The specialist will support the Director for Forestry Development and Water Resources to identify environmental issues, particularly in forestry management, including potential impacts and mitigation strategies, as well as the financial opportunity/investment leading to sustainable forest management in Nusantara Capital City (IKN).

The tasks will include but not be limited to the following:

  1. Development of policy document in relation to forest management and planning
  2. Management of daily issues in relation to forest management and planning
  3. Monitoring and evaluation

Requirements

  • Professional and expert knowledge of forest management, rehabilitation, reforestation, and carbon financing.
  • Experienced working on forest management leading to sustainable forest.
  • Established a professional network with government stakeholders related to forest management and rehabilitation.
  • Familiarity with IKN projects, structure, and key stakeholders.
Qualifications
  • Master’s Degree in Forestry Development, Forestry Management, Environmental Science, or other relevant fields;
  • At least 5 years of experience in the field of forestry management and rehabilitation.
  • Good understanding of forest management/development issues in Indonesia, IKN development projects (including structure and key stakeholders), forest carbon finance and other types of forest investment and finance;
  • Experience working with the Government of Indonesia, local government, and donors/international organizations;
  • Skilled in operating ArcGIS/QGIS software for data processing and analysis;
  • Skilled in collecting, processing, and analyzing spatial and/or non-spatial data quantitatively and qualitatively;
  • Fluent in speaking and writing English and Bahasa Indonesia;
  • Able to understand and interpret technical standards, documents, and procedures into policy recommendations;
  • Experienced in policy drafting
  • Experienced in communicating complex analyses and information to senior management;
  • Able to work as part of a team with flexibility and deliver results under time pressure;
  • Able to build effective relationships with internal and external stakeholders.

The Consultant will submit their invoice monthly along with the output produced and monthly progress report as attachments to the invoice for review and clearance from the Agreement Coordinator. All deliverables must be accepted and cleared by the client, the Director for Forestry Development and Water Resources of OIKN.

The Consultant will provide services for up to 180 days of level of effort (LOE) from January to September 30, 2024.
