Description of Organization:
This position is located in the Center for Resilience (CR) of USAID’s Bureau for Resilience and Food Security (RFS). RFS’s mission is to partner to advance inclusive agriculture-led growth, resilience, nutrition, and access to water and sanitation to accelerate and protect progress on the Journey to Self-Reliance. RFS oversees four high-level, integrated efforts in support of this mission: (1) Feed the Future, guided by the Global Food Security Strategy (GFSS), (2) the USAID Multi-Sector Nutrition Strategy, (3) the U.S. Global Water Strategy, and (4) efforts to increase resilience in areas of recurrent humanitarian crisis. To deliver on this work, RFS partners with other Federal Departments and Agencies, USAID Bureaus and Missions, universities, civil society, and other public- and private-sector actors. The Center for Resilience (CR) leads the Agency’s resilience work. Through technical assistance, training, and curated learning products, the Center supports USAID Missions’ programming, policy, and partnership work in resilient livelihoods and markets, and resilient communities and systems, including, natural resources and disaster risk management, social protection, and climate adaptation.
Description of Position:
The incumbent will: 1) serve as the Center’s main point of contact and liaison between USAID’s Feed the Future, Water for the World and Multi-sector Nutrition initiatives; 2) manage the development, drive the collaboration and support the design, implementation and evaluation of resilience-integrated food security, nutrition, and water, sanitation and hygiene programming; 3) represent the Center for Resilience as required within USAID and with other USG Agencies and other development partners, related to building resilience programming. More specifically, duties and responsibilities include:
PROGRAM AND POLICY LIAISON WITH RFS 60%
Provides expert advice and guidance on resilience focused programming supported through Feed the Future, Water for the World and multi-sector nutrition, and RFS. Establishes and maintains liaison with RFS Centers, other offices, bureaus, and missions to further integrate the work of the Center for Resilience into integrated programming related to food and water security, nutrition, climate change adaptation and natural resource management . Participates in RFS program planning and review and supports efforts to institutionalize resilience at USAID. Serve as the Contracting/Agreement Officer’s Representative (COR/AOR) for grants/contracts for the Center’s activities when required. Provides guidance on Center’s activities and helps prepare all necessary documentation for reporting such as Operational Plans, Progress Reports, and Congressional Budget Justifications etc. Advises Center in the formulation of U.S. Government positions, strategies, policies and interventions related to resilience.
Field Support, Outreach and Coordination (40%)
Provide improved coordination and outreach between RFS and Missions integrating resilience into agriculture, nutrition, food and water security programs. Provide technical support to USAID Missions on the integration of resilience in development programs, including application of latest evidence and best practices. Facilitate joint planning (across sectors) in support of resilience objectives. Present recommendations to individuals or groups with differing goals and viewpoints in the implementation of resilience goals and objectives.
