Job Description

Duties and Responsibilities: The General Development Officer will undertake the following duties and responsibilities. The incumbent will monitor agricultural research programs led by U.S. universities (Feed the Future Innovation Labs), private partners, international agricultural research centers (IARCs) and national agricultural research systems (NARS) focused on development and deployment of sustainable intensification methods, in particular around soil water management and usage. The incumbent also will consider irrigation and mechanization, scaling of innovation, aquaculture/fisheries, and increasing availability of and access to safe and nutritious foods. The incumbent will oversee all aspects of program implementation, including research design, activity planning, fiscal management, environmental compliance, monitoring and evaluation (M&E), reporting against standard Feed the Future indicators, and research progress against stated program objectives. The incumbent will serve as a technical authority concerning international agriculture research programs that relate to agricultural water management and accompanied best practices and methodologies. The incumbent will play a thoughtful leadership role by bringing technical expertise and experience to the REFS approach to Sustainable Intensification and enhanced agricultural production. The incumbent will monitor progress and advances in international agricultural research conducted by U.S. universities, IARCs, the private sector, and developing country NARS and universities. The incumbent will
support improved coordination and outreach between REFS and USAID Missions having agriculture and food security programs. The incumbent will also perform other duties as assigned.
Specialized Experience: For the FL-02 grade level, you must have one year of specialized experience at the FL-03 grade level or equivalent.
Specialized experience is defined as:
Experience in the field of agricultural water use management, civil/environmental engineering, agriculture production, irrigation/soil water and land use, or similar;
Experience in international agricultural development and agricultural systems; and
Experience designing, managing, and implementing an agricultural research activity or program.
