Job Description

Chemonics seeks a geographic information systems (GIS) specialist for the USAID Bureau of Humanitarian Assistance (BHA) funded LAC Regional Disaster Assistance Program (RDAP). The GIS specialist will provide information support for the BHA/LAC regional office. The GIS specialist will support BHA/LAC and RDAP program and assistance tracking, as well as support the emergency management thematic area in the provision of technical assistance and training related to information management for emergencies. Individuals with experience working with BHA on disaster management and response programming are highly encouraged to apply. This program is in the proposal stage and the position is contingent upon the future solicitation and USAID’s award decision for the new program. This role is based in San Jose, Costa Rica. Responsibilities include:

  • Create maps, graphs, and other geospatial information products related to humanitarian emergencies and response efforts, disaster risk reduction programs, humanitarian assessments, or other subject areas as requested
  • Work closely with BHA/LAC and RDAP staff to identify data/analysis/GIS needs to support decision-making
  • Analyze current processes and identify new approaches/methods; Support data collection, including advising on and setting up appropriate methods and/or tools
  • Collect, collate, and analyze data related to GIS products and ensure quality of data
  • Identify appropriateness of data storage solutions and proper methodologies for managing various levels of data
  • Determine GIS needs by various audiences and incorporate design principles to effectively communicate and disseminate information
  • Conduct in-house training and support capacity building of other team members and stakeholders
  • Work with the thematic DRMS for emergency management on external GIS-related technical assistance and training
  • Produce training material and conduct training sessions as needed
  • Deploy to disaster-affected areas and/or provide real-time technical assistance or other support to BHA/LAC, RDAP, host nations, or other entities
  • Ensure adherence to an ethically responsible data policy

Qualifications:

  • Bachelor’s degree in relevant field required; Master’s degree, or higher, preferred
  • Minimum 4 years of GIS work experience, 5 or more years preferred
  • Knowledgeable of humanitarian response information tools and operations
  • Advanced GIS, mapping, and information management skills, including proficiency in GIS software (ESRI ArcGIS, QGIS)
  • Proven ability to translate digital datasets into graphic, informative presentations
  • Knowledge of mobile data collection and survey techniques using Survey Monkey or KoBo Toolbox
  • Proven research and analytical skills. Experience of providing information management and/or analysis during humanitarian responses, in disaster risk reduction programs, or related to emergency management is preferred
  • Demonstrated ability to work well with others and meet deadlines in a challenging, fast-paced environment
  • Outstanding problem-solving skills, resourcefulness, and flexibility
  • Demonstrated leadership, versatility, and integrity
  • Proficiency in Spanish and English Level 4 minimum required, Level 5 preferred
  • Costa Rican nationals preferred
