Job summary

He/She will provide strategic advice on the strengthening of Global Fund grants management across four areas: HIV/AIDS, TB, Malaria, and Systems Strengthening in order to support the vertical implementation of GLOBAL FUND supported programs. The incumbent will play a coordination role in the programmatic implementation of the Global Fund grants in Ethiopia.

He/She will oversee Global Fund grant implementation through strengthening processes to ensure key activities are agreed and approved before funds are disbursed to regions, zones and woreda to improve the timeliness of in country disbursements and subsequent utilization of funds.

The incumbent will also provide high level partnership strengthening support between the Federal Ministry of Health and the Global Fund to Fight AIDS, TB and Malaria.

He/she will maintain good working relationships with government Officials, local and international partners.

He/she will closely support and follow-up at zonal, state and lower levels to ensure implementation is happening as planned; and providing guidance and support on how to accelerate implementation.

Key responsibilities

  • Provide technical support to GLOBAL FUND programs and different directorates implementing various Global Fund-supported activities
  • Liaise between FHAPCO and FMOH in the implementation of Global Fund Grants and provide need-based support and coordinate with regional health bureaus and other Global Fund grant implementers organizational capacity and proposes capacity enhancement priority needs.
  • Lead the Global Fund concept note development, grant making, negotiating and implementation as per the Global Fund Grant agreements
  • Coordinate with “Partnership and Coordination Directorate (PCD)” to ensure that Global Fund grants are well aligned to investments from other partners
  • Responsible for the programmatic coordination and monitoring of Global Fund grants implementation at the PR and implementing units, i.e. the different directorates within FMOH , agencies and RHB’s.
  • Ensure that agreed Global Fund grant budgets are timely disbursed as per the agreed work plans and support the implementing units with timely implementation of the activities and utilization of the allocated funds.
  • Coordinates the preparation of Annual work-plans and signing of MOUs with implementing partners

Academic and Professional qualifications

  • Master’s degree in public health, international health, health economics or health policy or other related field relevant to the above duties.
  • At least 8 years of proven experience of working directly related to grant and program management

Job requirements

  • Ability to demonstrate in depth understanding and analytical capacity across issues related to the four Global Fund grant areas and fund management, with focus on decentralized, evidence based planning, prioritization and monitoring.
  • Experience working with Federal Ministry of Health, regional health bureaus, and strong understanding of the Ethiopian health System
  • Ability to promote teamwork between MOH and development partners
  • Fluency in English, excellent or and written communication skills
  • Strong and effective negotiation skills.
