EnCompass LLC is seeking candidates for a Global Health Learning Advisor to join the Global Health Training, Advisory, and Support Contract (GHTASC) team.

EnCompass is responsible for implementing the learning and organizational development (LOD) aspects of GHTASC, and reports to the prime contractor Credence Management Solutions. The purpose of is to strengthen USAID health sector staff capacity to lead and manage health programs by providing resources, sharing knowledge, building capacity, and maximizing learning opportunities.

The Global Health Learning Advisor is recognized as an internal thought leader on learning theories, methodologies, and practices. They provide technical guidance for and lead the design, development, facilitation, and evaluation of experiential, participatory in-person courses, virtual instructor-led training, e-learning activities, action learning, and large learning conferences and events, with a focus on leading and managing in a global health specific context and/or global health specific technical topics. The Global Health Learning Advisor is responsible for the technical quality of learning product deliverables.

This is a full-time position located at the EnCompass principal office in Silver Spring, Maryland, and follows the EnCompass flexible hybrid work model with split time between telework and the office. This individual may also be expected to work from client sites in the Washington, DC metro area, as needed.

Position Duties and Responsibilities

Essential functions:

  • Serves as technical leader for the design, development, facilitation, and evaluation of in-person, virtual, and hybrid offerings for staff in USAID’s Bureau for Global Health and USAID’s health sector staff worldwide, working effectively with subject-matter experts to develop innovative learning programs and activities
  • Employs leading-edge learning and instructional design approaches and methodologies to oversee and contribute to the development/redesign of learning designs and materials using creative, innovative, and evidence-based approaches; leads and mentors staff in developing, delivering, and evaluating learning events
  • Participates in the planning and implementation of learning needs assessments utilizing innovative and collaborative methods to obtain a deeper understanding of USAID’s global health workforce, using this understanding to evolve existing and future offerings in a strategic and integrated way
  • Contributes to the development of a Bureau-wide learning strategy, informed by a needs assessment as well as the 2022 - 2026 Agency Learning Agenda, that enables the workforce to be agile, adaptive, and better equipped with informational and transformational learning resources to achieve critical outcomes at the individual, team, and organizational levels.
  • Facilitates a range of in-person, virtual, and hybrid learning events
  • Contributes to learning evaluations, using Kirkpatrick Levels 1, 2, and 3
  • Works with diverse stakeholders to plan, organize and facilitate major events/conferences for the Bureau for Global Health
  • Reviews and analyzes USAID programs and policies on learning and staff development
  • Advises the global health workforce on individual learning plans and other organizational and professional development resources, including external opportunities
  • Manage learning activities from design to implementation, including scope, budget, timeline and quality assurance
  • Serves as primary point of contact with clients on projects; responsible for maintaining quality and brand
  • Effectively communicates learning project deliverables to client, team members, and other stakeholders in a clear and concise manner
  • Anticipates challenges and risks and recommends solutions
  • Develops and nurtures relationships, including managing, supporting, and supervising staff and consultants for consistent quality performance
  • Engages fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass events, and providing support to other team members as needed

Position Requirements

Qualifications

Academic Qualifications

  • Minimum of a High School diploma and 14 years of professional experience; or an Associate’s degree and 12 years; or a Bachelor’s degree and 10 years; or a Master’s degree and 8 years
  • Degree in instructional design, curriculum design, education, international affairs, global health or a related field if held

Experience and Skills

  • Minimum of 8 years of successful experience designing, delivering, managing, facilitating, and evaluating interactive adult learning experiences, including blended learning
  • Knowledge of learning principles including adult learning, learning styles theory, participatory methods, experiential learning, universal design learning, and related topics
  • Experience working with international organizations (e.g., UN system, U.S. Government agencies, or NGOs) required; prior experience with USAID health sector activities strongly preferred
  • Exceptional presentation skills for in-person and virtual events with a dynamic, engaging facilitation style; experience facilitating on multiple virtual platforms (e.g., Google Meet, Zoom, WebEx)
  • Demonstrated superior writing and synthesis skills, including successful experience:
    • Converting technically complex concepts into plain language
    • Communicating with a variety of audiences with a high degree of cultural sensitivity
  • Experience in and commitment to providing the highest level of service and delivering client services that exceed expectations
  • Adaptive, collaborative, complexity-oriented, and strengths-based leadership style, including cultivating peer-to-peer learning so that capabilities are shared across the team and demonstrated experience managing and supervising staff, consultants, and teams
  • Strong planning, organization, strategic thinking, project management, and problem-solving skills with a demonstrated ability to manage multiple assignments simultaneously and deliver quality, client-focused results on time and within budget
  • Experience in and ability to work sensitively in multi-cultural environments and build effective working relations with clients and colleagues
  • Ability to confidently engage with staff at all levels to define needs and expectations and collaborate on projects
  • An appetite for learning, curiosity, and a willingness to experiment in new ways of working
  • Ability to work in a collaborative and appreciative work environment and to model appreciative approaches for the team
  • Demonstrated commitment to and experience in applying diversity, equity, inclusion, belonging, and accessibility in technical designs, project management, and staff management
  • Ability to bring a gender equality and social inclusion lens to all designs and deliveries
  • Ability to obtain and maintain Facility Access
  • Ability to travel, including internationally, may be required for some assignments

Preferred:

  • Experience designing and facilitating organizational development activities
  • Experience designing and delivering learning activities for U.S. government and/or UN agencies
  • Experience working or living in more than one country
  • Fluency in language(s) other than English

The pay range for this role allows for the wide variety of factors that are considered in making compensation decisions including, but not limited to skill sets, experience and training, certifications, and other business and organizational needs. At EnCompass, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $108,500 to $125,000.
