The Governance team at Oxford Policy Management is currently seeking a Governance Senior Consultant & Business Development Specialist on a permanent basis. The position will be located out of our US office in Washington DC.

OPM’s Governance Practice supports governments, civil society and the private sector in Public Financial Management reforms, public investment management, domestic revenue mobilisation, along with Public Sector Governance reforms, such as democracy, voice and accountability, sub-national governance, institutional change, programme design, urban governance, capacity development, Political Economy Analysis and Thinking and Working Politically by providing impact-oriented, bespoke technical assistance and consulting services. Our practice also works across governance issues in service sectors, such as health, education, climate and social protection.

Position Summary

You will support governments to implement public sector governance or PFM reforms to improve service delivery and economic development. The role will combine technical delivery, project and bid management, and business development functions.

As Governance Senior Consultant & Business Development Specialist at OPM you will:

  1. Lead on and contribute to the acquisition and bidding for projects in the field of Governance and Public Financial Management (PFM). Specifically
  • Work with the Business Development Manager in the US office to develop, track, and prioritize a pipeline of Governance and PFM opportunities from US based clients.
  • Act as a focal point for US contracted opportunities, work across the Global Public Sector Governance and PFM Team to collaborate with and utilize the expertise of OPM colleagues to our business development and project engagements.
  • Lead successful proposals and solutions that will develop the US offering and its impact driven health practice, including writing/inputs.
  1. Deliver Technical Assistance (TA) and consulting services in the field of Governance or Public Financial Management.
  2. Project manage medium to large-scale projects delivered by the Governance Practice.
  3. Work with the US Country Director and Governance Practice Lead to define and operationalize a Governance Strategy for US based clients, including USAID as well as foundation (such as BMGF).

Key qualifications/experience/skills/behaviours:

  • Post-graduate degree in a relevant discipline;
  • Proven expertise and consulting skills in the areas of governance or public financial management;
  • Demonstrated success in acquisition of competitively procured donor-funded development projects;
  • Experience with USAID (critical), World Bank (beneficial), BMGF (beneficial);
  • Experience of project management, including the management of small to medium project teams;
  • Experience in developing countries and/or transitional economies;
  • Ability to work in a small and growing environment, where team spirit and collaboration, mutual support are key in success.
  • Ability to model OPM’s values and passion for social impact.
