The purpose of this UNICEF-funded institutional consultancy is to strengthen Rwanda’s youth green skills ecosystem by advancing climate education and building strategic partnerships. Specifically, the consultancy will conduct a comprehensive desk review mapping of key actors in climate change programming and the green skills development ecosystem for youth in Rwanda, with a focus on identifying innovative initiatives and promising practices for adaption. Through a series of consultations, workshops and the use of Human Centered Approaches (HCD), the consultancy aims to generate insights that will inform the design and validate content for a training module on climate education and green skills; and deliver capacity-building training for master trainers to cascade to youth in the Not in Education, Employment, or Training (NEET) category, especially targeting women and girls. The consultancy will also generate practical tools, enhance collaboration and coordination, and foster partnerships with relevant organizations, potential coaches and mentors-particularly leaders of green businesses and startups- to support youth through mentorship and exposure to opportunities in Rwanda and beyond doing so, it will equip young people with the knowledge, skills and attitudes needed to participate meaningfully in Rwanda’s green transition, which is integral to the Second National Strategy for Transformation (NST2) 2024-2029 and aligned to Rwanda’s Vision 2050.

Position Description

Education Development Center (EDC) is seeking a Green Skills Expert to provide technical expertise in the identification, design, and implementation of green skills development interventions for Rwandan youth—particularly those in the NEET (Not in Education, Employment, or Training) category. The expert will support the mapping of stakeholders, the design and validation of green skills training modules, and the facilitation of partnerships and mentorship opportunities to strengthen Rwanda’s youth green economy ecosystem.

Candidates shall have at a minimum the following qualifications:

Qualifications

Education:

Master’s degree in Climate Science, Meteorology, Environment Conservation, or similar areas such as social sciences with at least 3 years of experience OR a bachelor’s degree in the same fields with at least 5 years of experience.

Skills and Experience:

  • Minimum 3–5 years of progressive experience in green skills development, climate change programming, or youth employment initiatives.
  • Proven experience in the design and implementation of training programs related to green economy, climate resilience, or sustainable livelihoods.
  • Familiarity with Rwanda’s environmental, labor market, and education policies and their linkages to youth skills development.
  • Experience applying Human-Centered Design (HCD) and gender-transformative programming approaches.
  • Strong technical knowledge of green economy sectors such as renewable energy, sustainable agriculture, waste management, construction, and manufacturing.
  • Excellent skills in training design, facilitation, and mentoring in addition to strong analytical, organizational, and reporting abilities.
  • Ability to collaborate with multiple stakeholders including public institutions, private sector, NGOs, and community groups.
  • Commitment to inclusivity, gender equality, and youth empowerment.

Language:

English and Kinyarwanda are required.
