Job Description

JOB SUMMARY

CARE is seeking a Data Collection Specialist to support the successful implementation of Oracle HCM by ensuring the availability of accurate, complete, and standardized workforce data across its global offices. Many country offices lack dedicated HR staff or the capacity to collect required data. This role will work directly with country teams to identify existing data, assess gaps, and develop practical, context-sensitive strategies to collect missing information. Operating independently but in close coordination with the project team and country offices, the Specialist will play a critical role in enabling a smooth and effective deployment of Oracle Core HR. 

This position is currently funded through 30 June 2026 but is planned to continue afterward, subject to availability of funding.

RESPONSIBILITIES:

Data Discovery and Gap Analysis

  • Engage with country offices to identify existing workforce data (e.g., emergency contacts, reporting lines). 
  • Assess completeness, accuracy, and relevance. 
  • Document data gaps and understand local constraints and capabilities.

Strategy Development and Execution

  • Design and implement tailored data collection strategies to address identified gaps. This may include surveys, document requests, interviews, or other creative approaches suited to the country office’s context and capacity.

Stakeholder Engagement and Support

  • Collaborate with country office staff to build trust and ensure alignment with local practices. 
  • Provide guidance and support to help offices understand data requirements and contribute effectively to the collection process.

Documentation and Reporting

  • Maintain organized records of data collection activities, including progress trackers, gap logs, and country-specific plans. 
  • Provide regular updates to the project team and contribute to knowledge sharing across the implementation effort.

Required Qualifications:

  • Bachelor’s degree in human resources, data management, international development, or a related field (or equivalent combination of education and experience)
  • Strong analytical and organizational skills
  • Excellent communication and interpersonal skills, with the ability to work across cultures and time zone
  • Ability to work independently and adapt approaches to diverse contexts
  • Minimum 3 years of experience in data collection, analysis, or project coordination
  • Experience working in large, geographically dispersed organizations
  • Proficiency with Microsoft 365 tools, especially Excel, Teams, and SharePoint
  • Experience designing surveys or other data collection tools

Preferred Qualifications:

  • Familiarity with the nonprofit or international development sector
  • Experience working with country offices or decentralized teams
  • Experience working in low-resource or humanitarian settings
  • Familiarity with data quality assurance practices
  • Experience with HRIS or Core HR data requirements
  • Experience with Oracle Cloud HCM
