Chemonics International seeks interested and qualified individuals for the Deputy Chief of Party (DCOP) position for the anticipated USAID-funded Local Health Systems Strengthening Activity (LHSSA) in Guinea. This Activity will seek to improve the health status of target populations in the three regions of Boké, Kindia and Labé, and the six communes of the capital city of Conakry by working to advance four interrelated objectives: 1) Provision of Quality Mother and Child Health , Family Planning/Reproductive Health and Malaria Services Assured; 2) Health-Enhancing Social Norms Established; 3) Democratic Norms and Processes Strengthened; 4) Use of Strategic Information for Decision-Making Increased. The project consolidates two USAID activities, the Health Services Delivery Activity and the Presidential Malaria Initiative (PMI)-funded Stop Malaria+ project. Responsibilities:
- Support the Chief of Party in providing leadership on the management and technical implementation of the activity and ensure successful achievement of results as defined in the award.
- Provide strategic and technical guidance and supervision to a large technical team in the areas mentioned above and ensure conformity with global trends and the quality of implementation and that of technical products and deliverables.
- Ensure all program assistance is appropriate for local context and support the integration of innovative practices, emerging knowledge, and international best practices into program activities.
- Track technical and management performance and identify opportunities for improvement at individual and program level.
- Identify challenges, obstacles, and difficulties affecting program implementation, develop strategies to solve those problems, and work with USAID and program staff as needed to implement those strategies.
- Identify and mobilize global technical resources (eg, consultants and subcontractors) to provide technical assistance and/or to deliver programs aimed at building the capacity of national systems.
- Represent the project in technical fora and contribute to the maintenance of strong and positive working relationships with key stakeholders including USAID, the Ministry of Health and local and international partners.
- With the Chief of Party, oversee and review all technical writing products and deliverables, conducting quality control and quality improvement tasks.
- Coordinate the development and sharing of products and lessons learned through a range of communication channels.
Qualifications:
- Advanced degree in public health, medicine, health policy, or a related field.
- Minimum of 10 years of progressively responsible professional experience working in at least two of the following areas: 1) maternal/child health, reproductive health, malaria; and /or 2) health systems strengthening, health service delivery, quality improvement; and/or 3) private sector engagement, public-private partnerships, capacity building of local organizations.
- Prior senior leadership experience with USAID-funded projects and leading/supervising large teams of technical staff.
- Experience and a positive working relationship with USAID, including knowledge of USAID rules and regulations, compliance, reporting requirements, and grant management.
- Demonstrated Health Systems Strengthening management program experience, preferably in low-and-middle income countries.
- Excellent diplomacy skills and a proven ability to establish and maintain professional relationships with stakeholders, including the US government, the Guinean government, consortium partners and representatives of community organizations, NGOs, and the private sector.
- Strong knowledge of the Guinean health system preferred.
- Strong skills in data use and interpretation, and ability to adapt program activities based on continuous quality improvement.
- Required fluency in French and English; fluency in other national Guinean languages desirable.
- Demonstrated leadership, versatility, and integrity.
