Job Description

GHD International Development Group urgently seeks a Harbour Specialist / Team Leader for an anticipated ADB TA 36111-012 MLD: Kulhudhuffushi Harbor Expansion Project - Intl Firm PPTA Consultants with the required input of 6 person months on a full basis over a period of 06 months which includes home inputs and field inputs.

Background

The Government of Maldives has requested the Asian Development Bank (ADB) to undertake project preparatory technical assistance (PPTA), to conduct due diligence for development of a new passenger harbor and related ancillary facilities in Kulhudhuffushi. This harbor expansion project will bring about inclusive socio-economic benefits to the inhabitants in the Northern region.

The TA will have the following main activities and major outputs:

1. Technical Feasibility
2. Economic and financial
3. Governance
4. Poverty and social impact assessment
5. Safeguards
6. Legal and Institutional Assessment
7. Technical advisory and project management support to PIU

Position overview

Harbor Specialist/Team Leader (international specialist with 6 person-months input).

Duties and responsibilities

Responsible for overall coordination and delivery of TA outputs. In particular,

(i) provide overall team coordination and personnel management,

(ii) oversee and deliver feasibility design,

(iii) stakeholder consultation,

(i) assess regulatory framework for harbor operation,

(ii) asses institutional capacity of harbor operator and

(iii) develop capacity building program for the piggybacked CDTA.

(iv) The consultant will contribute to the preparation of the preliminary design report, feasibility document, final and monthly report.

Required skills and experience

Education:

  • Minimum of Master’s Degree in Civil Engineering, or closely related discipline, specialized in maritime infrastructure development.

Expertise

  • Possesses a minimum of 20 years of demonstrated project management and team leader experience in developing and implementing maritime infrastructure, preferably in small island economies.

Language:

  • Competent English required
