Description of Position: The Health Development Officer (Senior Infectious Diseases Advisor) is a member of the ETD within ID. S/he is responsible for providing operational, administrative, and technical leadership for GHS program activities. S/he is serving as Agreement Officer’s Representative (AOR) and Technical Advisor for agreements and awards that will provide assistance to field missions in Africa, Asia, and Central/South America in the area of viral discovery and characterization and which address infectious disease threats overall. The Senior Infectious Diseases Advisor will manage and work with USAID partners to support host-country institutions and staff in identifying sampling locations (based on risk along chains of transmission), detecting and characterizing unknown viruses, and ensuring data and analyses are shared with in-country and global stakeholders, and publicly with the global health community. S/he is responsible for representing the Bureau in interagency working groups and serving as a liaison with other USAID Bureaus.

Description of Key Duties: The Officer would provide key leadership in viral discovery and addressing infectious disease threats. The position would serve as a senior advisor and technical authority on detection and characterization of unknown viruses, which is vital to the achievement of USAID’s goal of preventing, detecting, and responding to infectious disease threats at home and abroad. The position would coordinate between GH/ID and USAID partners in strategic planning, analysis, design, implementation, research, and evaluation of viral discovery and related GHS programs.

Qualifications Required:

  • Master’s degree and 7 plus years’ relevant experience or equivalent combination of education and experience.
  • Five plus years’ experience working with USAID programs.
  • Technical expertise in public health and global health security, with a focus on viral discovery and characterization.
  • Experience in designing, implementing and evaluating global health security or related health programs internationally, particularly in low and middle income countries.
  • Experience serving as a technical resource to counterparts at global and country levels.
  • Experience in project management methods and management skills to manage multiple activities simultaneously and ensure quality, timeliness, and cost-effectiveness.
  • Communication skills to convey complex information to multi-cultural, non-technical and technical audiences with diverse views.
  • Skill in applying innovative and independent thinking, planning and problem solving.
  • Must be a U.S. citizen.
  • Must be eligible to obtain and maintain a Secret level security clearance
