Description of Position

The Health Development Officer (Deputy Division Chief) is a member of the ETD within ID. The Deputy Division Chief is responsible for providing operational, administrative and technical leadership for the GHS program. The Deputy Division Chief will manage and work with division and office leadership to support the GHS portfolio and supervise division staff members. The Deputy Division Chief is responsible for representing the Division in Bureau leadership meetings and serving as a liaison with other USAID Bureaus. The Health Development Officer is serving as Agreement Officer’s Representative (AOR) and Technical Advisor for agreements and awards that will provide assistance to field Missions in Africa, Asia, and Central/South America in the area of biodefense and antimicrobial resistance which address infectious disease threats overall. The Deputy Division Chief may also perform in a Duty Officer role, when scheduled, to support the Agency’s participation in National Security Council (NSC) meetings.

Qualifications Required

  • Master’s degree and 10+ years’ relevant experience or equivalent combination of education and experience;
  • Five plus years’ experience working with USAID programs;
  • Technical expertise in public health and global health security;
  • Experience in designing, implementing and evaluating global health security or related health programs internationally, particularly in low and middle income countries;
  • Experience serving as a technical resource to counterparts at global and country levels;
  • Experience in project management methods and management skills to manage multiple activities simultaneously and ensure quality, timeliness, and cost-effectiveness;
  • Communication skills to convey complex information to multi-cultural, non-technical and technical audiences with diverse views;
  • Skill in applying innovative and independent thinking, planning and problem solving;
  • Must be a U.S. citizen; and
  • Must be eligible to obtain and maintain a Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance.
