Oxford Policy Management is seeking an experienced
Health Financing Specialist to join our health team. The
Health and Nutrition Portfolio (H&NP) is part of the
Health Practice at OPM. It supports governments, civil society and private sector in low and middle income countries in Health Systems Strengthening by providing impact-oriented, bespoke technical assistance and consulting services. The portfolio works across all pillars of the health system, with a particular specialisation in Health Financing (HF); Monitoring, Evaluation, Research and Learning (MERL); Health service delivery and governance; supply chain management; and nutrition.

A postgraduate qualification specialising in health economics is essential for this role.
The team works on two types of projects:
- large frameworks, for example: The Technical Support Mechanism for UNAIDS (TA and consultancy services across 100 countries in Africa and Asia Pacific regions, involving >300 projects in four year time-frame), and EACDS for FCDO (TA and consultancy services to FCDO health advisers across Africa and Asia, involving fast response small to medium scale projects);
- Small, medium and large scale TA, research, capacity building, and evaluation projects for FCDO, WB/GFF, UNICEF, BMGF, KFW and many other donors. For example, FCDO’s “Making Health Systems Stronger” programme, various research programmes for building resilient health systems in FCAS, and support to the Global Financing Facility (GFF) and World Bank (WB) in strengthening health financing and health information systems across Western and Central Africa, and Performance Management Models for PHC for BMGF.
Responsibilities of the Senior Consultant, Health Financing/Health Economics
Main accountabilities
- Contribute to the company’s success by a. developing new work, b. delivering projects to agreed standards, c. contributing to the thought leadership in HF/Health economics, d. supporting learning and knowledge transfer within the Practice and wider at the company level, and e. Cultivating OPM’s reputation within this particular technical area
- Deliver work under the direction of the Health Practice Lead in accordance with an agreed annual performance agreement including associated financial and non-financial targets.
Specific responsibilities
- Deliver Technical Assistance (TA) and consulting services in the field of Health financing and Health economics
- Lead on or contribute to the acquisition and bidding for the small, medium and large scale projects in the field of Health financing and Health economics
- Manage medium to large-scale projects delivered by the Health Practice, in accordance to OPM systems and procedures.
- Work with the Health Practice lead to define and operationalize a Health Strategy with clients
- Participate in the portfolio’s intellectual capital development activities in the relevant fields as assigned by the Practice Lead. This may include delivering seminars on economic evaluation and efficiency analyses, costing or transition planning, both internally and externally, publishing in peer reviewed journals, and presenting on conferences.
- Support the market development initiatives within the portfolio’s designated market areas, including fostering good relationships with clients including donor agencies and partner government ministries, taking an active role in developing new areas of work and potential new relationships through existing or new networks and contacts.
- Ensure effective collaboration with other teams across the Consulting Function and at the company level;
- Comply with all internal policies, processes and procedures including reporting, HR and financial management systems.
- Undertake other duties reasonably required by the Health Practice lead.
Person specification
- Postgraduate qualification specializing in health economics
- Proven expertise and consulting skills in the areas of Health financing policy/strategic planning; Fiscal space analyses; Resource allocation methodologies; Service purchasing; Results Based Financing (RBF); Public Financial Management (PFM); Costing health services and HBPs; Financial protection mechanisms including Social Health Insurance (SHI); VfM and RBF; Cost Benefit Analyses and Cost Effective Analyses
- Demonstrated success in the acquisition of competitively-procured donor-funded development projects;
- Experience with a range of funders, including World Bank, FCDO, WHO, UN Agencies, Bill & Melinda Gates Foundation, Asian Development Bank, USAID
- Experience of project management, including the management of small to medium project teams.
- Experience in developing countries and/or transitional economies.
- Strong communication skills with excellent spoken English, and excellent report writing skills.
- Excellent inter-personal skills, with a collegiate approach to team work
