Job Description

Background:

USAID/Kenya and East Africa is a large, full-service Mission. Sectors targeted are: health, governance, agriculture, private sector development, environmental conservation, and education. The Office of Health, Population and Nutrition (HPN) programs are expansive, providing quality health care to millions of Kenyans nationwide through a mix of integrated and vertical services designed to strengthen local capacity. It offers life-saving treatment to over one million HIV/AIDS patients on antiretroviral drug therapy. The FY 2018 health budget is over $400 million; the estimated five-year budget is over $2 billion. Kenya is one of the largest recipient or resources through the President s Emergency Plan for AIDS Relief (PEPFAR).

The USAID/Kenya East Africa Mission has developed a number of tools to assess parts of the health system (e.g., supply chain, HRH, DRM) and is interested in assessing the existing tools for how they could be combined into a single tool to facilitate rapid assessments of county-level capacity. To date there is an existing high-level summary, but the Mission would like to dive into developing a single tool for internal use only. The results would inform the Mission’s future planning in health system strengthening.

Scope of Work

To fulfil the above need, MSP seeks a consultant to review and combine the existing tools into one master tool and validate its metrics, indicators, etc. with appropriate internal stakeholders.

Deliverable: Draft country level health systems assessment tool for USAID/KEA internal use.

Work location: Nairobi, Kenya

Anticipated LOE: 15 days

Qualifications and experience required:

  • Extensive Experience in Health Systems
  • Understanding and experience with USAID health systems
  • At least ten years experience working with USAID or other international health focused organizations in a senior health advisor or health economist role
  • Experience working in East Africa, Kenya preferred.
  • Writing fluency in English required
  • Master’s degree in public health, health economics or related field required, PhD preferred.
