Project:

The Enhancing Nigerian Capacity for AIDS Prevention (ENCAP) Project is a five-year (2010 – 2015) USAID-funded project implemented by Deloitte Consulting, LLP. The ENCAP project focuses on building both organizational and technical capacity of community-based organizations (CBOs), non-governmental organizations (NGOs), and faith-based organizations (FBOs) delivering HIV prevention services in communities within the target states.

Position Summary:

The HTC Coordinator will ensure sustainable, high quality and client focused HIV Counselling and Testing services are provided in ENCAP target states. The position holder will oversee HTC service provision on the ENCAP project by providing technical support to ENCAP partners in the implementation of quality HIV Testing and counselling services in their communities across ENCAP target states. S/he will ensure confidential Counselling, quality HIV prevention education and referral of clients accessing HTC services by CBOs in line with national requirements and standards. S/he will ensure un-interrupted supply of commodities and develop strategies to strengthen referrals between HIV Testing and Counseling points and the relevant healthcare facilities for appropriate referral of clients.

Duties and Responsibilities:

  • Provide supervision, mentoring and on the job training for all HTC staff in partner organizations, including identification of capacity gaps and updating knowledge of counsellor testers on current HTC practices.

  • Assist partner organizations to develop documents detailing proposed objectives, activities and costs for HTC. Provide coaching to promote adherence to overall program budgets and strategic work plan.

  • Ensure the optimal standard of counselling is achieved by ensuring the use of national guidelines and protocols. Ensure proper documentation of activities using appropriate national HTC tools for accurate record keeping and timely reporting.

  • Review partners’ reports and develop quarterly reports of project HTC activities.

  • Develop strategies for strengthening referrals and linkages to healthcare facilities in target states to ensure the continuum of care for project beneficiaries. This will entail providing follow up on services to ensure uptake.

  • Ensure partners provide quality counselling services and activities in communities during outreaches or mobile HTC service provision.

  • Serve as main liaison with SCMS for requesting, tracking and documenting use of commodities and ensure a dependable supply of commodities.

  • Provide monitoring and supportive supervision for personnel involved in the logistics management of health commodities; Strengthen CBOs’ skills in quality storage of commodities to maintain product integrity.

  • Represent the project in HTC technical working groups

  • Other duties as assigned by the Chief of Party

Qualifications:

  • Advanced degree in relevant field

  • Minimum 5 years of relevant work experience.

  • Must have undergone Nigeria’s national HIV Counseling Training or worked with an establishment with similar mandate

  • Demonstrated experience in designing, implementing and monitoring HTC programs and activities

  • Computer literacy in Word, Excel, and PowerPoint are required

  • Demonstrated knowledge of USAID/PEPFAR results reporting and grantee monitoring, evaluation, and reporting requirements

  • Demonstrated knowledge of USAID funding processes and requirements

  • Excellent oral communication and writing skills, interpersonal skills, and the ability to work in a team setting

  • Ability to travel domestically at least 60% of the time.
