Job Description

In the Asia Pacific Region, we have corporate international development offices in Australia, Indonesia, Myanmar, Papua New Guinea, Timor Leste and the Philippines as well as numerous project offices.

Cardno is seeking to contract a suitably qualified and experienced consultant to undertake a health and safety review, including a gap analysis, of work health and safety documentation and processes developed for the International Development (ID) Division.

The duration of this consulting arrangement is expected to last approximately 3 months and will be based in Melbourne, Australia.

The scope of services will include:

• Consultation with key stakeholders principally, Cardno ID and HSEQ personnel;
• Conduct a gap analysis of ID’s existing health and safety program; , including construction OHS
• Reviewing existing policies, procedures, guidelines, work instructions, etc., to determine compliance with relevant statutory obligations and conformance with client requirements;
• Making recommendations for amendments to existing policies, procedures, guidelines, work instructions, etc., in order to demonstrate accepted best practice in the international development sector, taking into account the diverse nature of ID’s workforce and operating environments;
• Developing new programs, written policies, procedures and other related documentation and forms which are practical and implementable across the ID portfolio; and
• Developing a training needs analysis. Note, the facilitation of training programs will not be included in this scope of work.

The consultant will submit the following:

• A project plan, including key activities, milestones and list of deliverables;
• Draft and Final Gap analysis report. This report will include outcomes of the review of existing work health and safety documentation and recommendations for improvement;
• New programs, written policies, procedures and other related documentation and forms as agreed on completion of the gap analysis; and
• Training needs analysis.

The following are the minimum qualifications and experience expected of the consultant:

• Relevant health and safety qualifications;
• Extensive experience working on international development programs;
• Demonstrated experience in reviewing work health and safety documentation relevant to the international development sector;
• Experience in construction OHS desired;
• Experience dealing with health and safety issues in a cross-cultural environment;
• Project and stakeholder management experience; and
• Proficiency in English (writing and speaking).
