Job Description

Project title: Technical assistance facility for the Lebanese private sector

Project description: The project, of which this assignment is a part, aims at fostering growth and job creation, by contributing to stabilisation and resilience of the Lebanese Economy through supporting Pillar 4 of the “Vision for Stabilisation, Growth and Employment” of the Lebanese Government (as adapted and updated by the Economic Rescue Plan), focused on diversification of the productive sectors and realisation of Lebanon’s export potential. The project will support the industry sector directly by improving innovation, technology, and quality, promoting modernisation, diversification, building competitiveness and market share, locally and internationally.

The two primary components of intervention are:

• Innovation, Research & Development

• Trade and Market Access

Duration of the assignment: 32 working days, July 2021 – February 2022

The indicative starting date: 1st of July 2021

Requirements

Qualifications and Skills
• Degree and/or post graduate qualification in an ICT, science, or related subject, together with a complementary qualification such as management, marketing, finance, production/process engineering or related field or equivalent;
• Experience at general or department manager level in ICT or ICT supply chain company
• Extensive commercial experience of designing, and implementing, successful, scaling growth and international, market & revenue development campaigns
• Experience in private sector development at the micro level, working directly or consulting with ICT; manufacturing, technical service, or development support organisations;
• Experience of working with high potential high-tech start-ups would be an advantage

General professional experience
• Preferably 15 years, at least 10, of commercial, professional experience working with ICT companies either as a senior manager or consultant in building significant revenue and market share growth domestically and internationally;
• Fluency in written and oral English; Fluency in Arabic or French is an advantage
• Excellent report-writing skills
• Excellent communications skills
• Good knowledge of basic computer tools (MS Office, Word, Excel, Access, Power Point, etc)

Specific professional experience
• General business management experience gained within a commercial enterprise or a consulting practice
• Familiarity with and/or experience of EU Protocols and procedures is a strong asset.

Specific tasks of the NKE
• Support the TAT in delivering the EU-TAF, Productive Sector Support Programme to the ICT client companies, Sector ensuring that they are supported with excellent advisory services to international good practice standards;
• Coordinate, manage and direct the Sector Advisory Team to ensure that client companies receive current, professional, and appropriate advice to support their development ambitions;
• Coordinate with, advise, and support the Sector Support Programme Manager who will be responsible for the EU-TAF overall supports to the sector, and management of sector ecosystem support deployment;
• Ensure client, agreed, Roadmaps/Action Plans, remain valid are iteratively reviewed, adapted, and implemented to ensure that best possible outcome against agreed goals and objectives are met;
• Support client companies directly, with other sector team experts and TAT to maximise positive development impact;
• Gathering relevant sectoral knowledge, data, and operational information t to build a comprehensive profiling and opportunity assessment of specific sectors;
• Assist the TAT in establishing the primary challenges and impediments to ICT, sectoral development in Lebanon and offer potential solutions (regulatory, trade, Innovation or TT) to overcome them;
• Organise and facilitate, as agreed with TAT, sector focus group, workshops as appropriate; and
• Provide detailed meeting notes, sector profiling reports and input contributions to the Progress and Sectoral Reports.
