STATEMENT OF DUTIES
a. Personal Services Contract (PSC) Administration and Management Recruitment:
The HR Specialist is responsible for administratively managing the recruitment and contracting processes for Personal Services Contract employees. Provides advice and technical guidance to the S/EXO and D/EXO and employees related to recruitment procedures and internal Mission policies for both local and international employees. The HR Specialist is responsible for proper and timely administrative management of recruitment, selection, and appointment of PSC staff. The Specialist administers the complete cycle of the recruitment process for locally and internationally hired contract employees to include the following:
- Drafting solicitations/vacancy announcements and ensuring appropriate publication of solicitations and prompt distribution.
- Collection and review of applications received, screening them for meeting the publicized minimum qualifications, and shortlisting applications for review by the appropriate Mission Technical Evaluation Committees.
- Arranging interviews, serving as the HR representative on TEC panels, and administering pre-employment skills tests.
- Drafting all correspondence required under the hiring process and communicating with applicants regarding selection matters.
The Specialist, if authorized by the EXO, assists with the negotiation of salary and other contract terms, initiates all pre-employment and personnel actions which affect appointment, and works closely with the selected candidate to ensure smooth and timely onboarding.
Contract Administration and Management:
The HR Specialist oversees PSC contract administration and management. The HR Specialist assists S/EXO and the Supervisory HR Specialist with the proper implementation and application of the Federal contracting and Agency regulations and policies, for achieving effectiveness and efficiency of contracting operations, and ensuring fiscal integrity of the Agency’s fiscal systems. The HR Specialist is responsible for:
- Ensuring that PSC contract files are administered, managed, and maintained consistent with M/OAA guidelines governing contract management requirements.
- Preparing and processing all PSC contracts, personal services contracting actions, and modifications such as incremental funding, extension, salary increase, renewal, etc.
- Ensuring all requisite contract documentation is uploaded in ASIST and maintaining the ASIST database for all PSC contracts.
- Conducting and processing the PSC contract close-outs following the mandatory ADS close-out procedures and guidelines.
b. Administration of Performance Management Program, Training, and Awards
Performance Management:
- Assists with the administrative management of the performance evaluation program and serves as an advisor to all Mission employees and Mission Management on the employee evaluation and performance management issues.
- Assists S/EXO or Supervisory HR Specialist with the proper and quality implementation of the employee evaluation program within the Mission.
- Advises Mission employees and supervisors on all aspects of employee performance management such as the annual evaluation process, performance improvement plan, mentoring and coaching, and achievement recognition.
- Ensures performance evaluations of all employees are accomplished in a timely manner, maintaining performance evaluation files current on due dates, and follows through to ensure evaluations are submitted on time.
Training Program and Activities:
- Assists S/EXO with managing and administering employee training and career development initiatives.
- Conducts Mission-wide assessment and analysis of employee training needs, linking them to strategic goals and objectives and ensuring inclusion in annual work plans.
- Maintains and updates a training database, establishing training files for all employees and programs.
- Assists in completing Individual Learning and Training Plans (ILTPs) and linking them to Performance Evaluation Reports (PERs).
Incentive Awards Programs:
- Assists with administering the Mission incentive awards program (IMAP) and the Agency Incentive Awards Program.
- Drafts memoranda, collects award nominations, reviews them with S/EXO and supervisors, and provides nominations to the appropriate committees.
- Informs nominees and submits approved awards for processing, ensuring compliance with USAID/Washington requirements.
c. Human Resources Administration:
- Provides leadership, advice, and technical guidance on personnel matters, salary, and benefit entitlements.
- Advises on local compensation plans, payroll, wages, health and life insurance, leave policy, retirement, and severance pay entitlements.
- Keeps employees informed of changes in personnel policies and counsels on employee relations, ethics, conduct, and grievance procedures.
- Coordinates orientation of new CCN employees and offshore arrivals, organizes mentoring programs, and manages professional enrichment programming.
- Maintains official personnel/contract folders in ASIST, preparing personnel actions and coordinating activities related to employee benefits and entitlements.
d. Position Management and Classification:
- Serves as the Mission HR Advisor for position management and classification.
- Advises and assists employees and supervisors in preparing accurate position descriptions and serves as the main point of contact for the Human Resources Support Unit (HRSU).
- Reviews and ensures adequacy, clarity, and completeness of position descriptions and MClass documentation.
e. Records Keeping:
- Maintains accurate HR records on various HR information systems, including EAPS, OPS, ASIST, G drive, and HR drive.
- Updates staffing reports and prepares periodic and ad-hoc HR reports as needed.
Minimum Qualifications Required for This Position
- Education: A Bachelor’s Degree in a HR-related field (e.g., Human Resources, Business Administration, Communication, Humanities, Law, Organizational Management, Psychology, Public Relations, Social Science) is required.
- Prior Work Experience: Minimum of three years of experience in human resources administration, management, and negotiations, or closely related areas such as compensation and benefits, employment contracts, labor laws, training, recruiting, or a combination thereof.
- Language Proficiency: Level 4 fluency in English (speaking/reading/writing) and Level 4 local language proficiency is required.
