About the Agency

This position is located in Human Capital and Talent Management (HCTM), Office of Overseas Human Capital Initiatives (OHCI), Foreign Service National (FSN)Team. The OHCI/FSN Unit provides programmatic and operational support to overseas USAID Missions in the management of the largest single component of overall USAID staffing, its Foreign Service National (FSN) employees. The work includes coordinating with USAID and HCTM policymakers on FSN policies; lobbying, consulting, and coordinating with the State Department Office of Human Resources, Overseas Employment (HR/OE) on FSN pay and benefits; oversight of three Human Resources Support Units (in Almaty, Lima, and Pretoria); and, management of the FSN Senior Executive Corps, the FSN Fellowship program, and FSN Working Groups. In addition, the FSN Unit provides a broad range of surge support to Missions when required.

DUTIES:


As a Human Resources Specialist the incumbent:

  • Serves as a HCTM and USAID voice regarding the Mission Classification (MClass) job evaluation system;
  • Serves as a Contracting Officer’s Representative (COR) for changes/upgrades to the MClass system and/or for other contractual arrangements entered into by the FSN Unit. As COR, the Specialist serves as the technical liaison between the Contracting Officer (CO) and the vendor (contractor), with responsibility for monitoring contractor performance, and holding the vendor responsible;
  • Independently, and as a part of working groups, assists in advancing and carrying out current, revised, and new USAID goals in overall efforts to meet challenges in the area of FSN Human Capital Management that require monitoring, evaluation, and improvement, with particular emphasis on FSN policy;
  • Conducts research and analysis of statistical data and reports, in order to identify and determine causes of FSN human resources problems and the achievement of objectives and outcomes;
  • Maintains liaison with Department of State (DoS) organizations on human resources and other matters as they relate to local compensation, staffing, employee relations, benefits, and position classification in order to administer effective FSN employment and position classification programs, in order to assure FSN actions conform to regulation, standards, appropriate policy, approved organizational plans, and budgetary limitations; and,
  • Reviews and analyzes proposed changes in the manner other associated Foreign Affairs Agencies manage the LCP determination process, the difficulty of decentralized implementation, and the effects of changes to compensation policies and guidelines that impact a significant organizational and operational segment of USAID staffing, with particular regard to the heavy reliance placed on FSNs.

Demonstrated experience leading change management and operation improvement intiativies to enhance classification program compliance for a multi-facet international federal organization.

Demonstrated ability to provide accurate and timely staff work, i.e., studies, reports as well as program evaluations for review by HR Senior Management and organization leadership.

Expert knowledge of federal position classification to lead and implement enhance and accurate position for Foreign Service National employees.

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to theGS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include:

Demonstrated Federal HRM principles, concepts, laws, regulations and practices for position classification. This includes full knowledge and understanding of federal position classification policies, issues and practices.

CTAP/ICTAP candidates may apply if well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors above the minimum level, which equates to a score of 88 or higher in the online assessment; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.

A well-qualified candidate will not necessarily meet the definition of highly or best qualified when evaluated against other candidates who apply for a particular position. Time-in-grade requirements must be met by the closing date on this vacancy announcement. This means that you must have served at least 52 weeks at the next grade level (or equivalent) below the grade advertised on this vacancy announcement.
