Job Description
This position is to set the overall ICT strategic direction of the CGIAR System Orgnization and support the implementation of the CGIAR ICT strategy; supporting the planning and management of CGIAR IT systems to improve and innovate our scientific, financial and knowledge management IT platforms and systems.
Specific duties for these positions include:
- Prepare ICT team’s annual business plan to ensure the smooth operation of the ICT team in alignment with the business objectives of the CGIAR System Organization; guided by the ICT Operations and Services internal policy.
- Prepare, manage and monitor the annual ICT budget to guarantee continuous and improved ICT operations. This includes monitoring and budgeting for external service contracts.
- Provide strategic advice and support to the Management Team to recommend the best ICT solutions that will help achieve our strategic and business objectives.
- Oversee the development and maintenance of core applications and systems for the CGIAR System Organization in order to deliver reliable services and functional platforms.
- Set a framework for the provision and support of solutions covering areas such as resourcing, program and project management, and development standards in order to guarantee continuous operations.
- Oversee the appropriate management of the network setup and infrastructure in order to guarantee adequate support platforms for System Management Office Operations. Ensure that all data, video conference and voice systems work smoothly in order to guarantee continuous operations.
- Implement control and risk points to protect organization data, information and knowledge.
- Support and facilitate the implementation of innovative IT strategic initiatives for CGIAR in cooperation with the ICT CoP (Information Communications Technology Community of Practice), in order to boost effectiveness and efficiencies across the CGIAR system.
- In collaboration with Centers, strive to achieve a harmonized and functional CGIAR system wide e-mail and directory service (contact management, address book and distribution list system) to ensure an improved, reliable, and secure global infrastructure.
- Ensure all ICT-related policies and service catalogue are up-to-date and implemented.
- Facilitate IT in shaping the implementation of the CGIAR System strategic initiatives, to support alignment, efficiency and performance through innovative IT systems and platforms.
Profile
Education and Experience
- Advanced university degree in IT, Information management or related science field
- Minimum 10 years experience in similar or equivalent positions working in the design and delivery of ICT / Knowledge management programs and services
- Strong and demonstrated background in developing and implementing IT solutions. Strong relationship building skills. Excellent communication skills at all levels. Clear understanding of data management practices and standards. Expertise in collaboration platforms. Email, networking, server management, and other key IT skills
- Specializations in IT, Process innovation, and Project management

Terms and conditions
The selected candidate will be employed by the CGIAR System Organization. Appointments are typically for a three-year period, with a possibility of renewal. The CGIAR System Organization offers competitive compensation (with a favorable taxation arrangement) and comprehensive employee benefits such as an extensive insurance coverage and a retirement scheme with contributions by the employer.
