Immunization Evaluation Specialist Consultant, Evaluation of Gavi’s Initial Response COVID 19, Remote

Proposal Objective:

SI is pursing an opportunity with the Gavi Alliance to conduct an 11 month evaluation of their rapid response to the COVID-19 pandemic aimed at supporting countries to safeguard and strengthen immunization programs.

The main objectives of this evaluation are:

· To assess the design, implementation process, efficiency and effectiveness of Respond and Protect (i.e. reprograming up to 10% of existing HSIS grants, PEF, TCA, post transition support, co-financing waiver, and eligibility freezes);

· To assess the design, implementation process, efficiency and effectiveness of M&R&S in terms of maintaining, restoring, and strengthening immunization services at country level;

· To describe the main successes, challenges and lessons learned from Respond and Protect and Maintain, Restore, and Strengthen responses;

· To the extent possible, assess how effectively countries executed the flexibilities funds and how Gavi, the Vaccine Alliance mitigated risk.

The evaluation findings and recommendations are intended to inform ongoing programmatic initiatives to Maintain, Restore and Strengthen routine immunisation and inform the future direction of Gavi’s response to epidemic/pandemic situations. The findings will also provide critical evidence to inform Gavi’s mid-term evaluation to be completed by early 2023.

Position Description:

SI is seeking an Immunization Evaluation Specialist Consultant to provide technical and evaluation support to Gavi for an evaluation of Gavi’s response to the COVID-19 pandemic.

Expected contract start date is November 15, 2021 and will run through October 21, 2022.

Responsibilities:

· Support in the design and development of the evaluation. This includes the communication and learning plan, conducting stakeholder analysis, Steering Committee engagement, and theory of change (ToC).

· Provide technical advice on routine immunization, country immunization services, and health systems/immunisation strengthening.

· Contribute on development of data collection tools and methods, and conduct data collection with partners, countries, and representatives.

· Contribute to the reports and presentations.

Qualifications:

· Minimum of a Master’s in a relevant subject matter.

· Demonstrated knowledge or expertise in routine immunization, immunization services, and health systems/immunization strengthening.

· Professional background and advanced knowledge of and experience with complex public health programmes and structures.

· Experience in conducting evaluations, including extensive experience with appropriate evaluation design and methods, both quantitative and qualitative in nature.

· Demonstrated stakeholder analysis experience and skills

· Relevant knowledge of country context and partnership with local stakeholders, and in-country capacity.

· Excellent communications and presentation skills, including writing.

· Fluent in oral and written English.

Knowledge of Gavi as a donor, their operational structure and strategy is highly preferred.
