Job Description

Background

Rwanda is grappling with substantial youth employment challenges, particularly impacting young women and individuals with disabilities. Unemployment rates among the youth in the agriculture sector are notably high, with young women and those with disabilities facing significantly restricted access to economic opportunities. Persistent safeguarding and childcare disparities in agricultural employment exacerbate broader issues of social and economic inequality.

In response to these pressing issues, AGRA is launching a dedicated Youth Employment Program within Rwanda’s agriculture sector. To promote inclusivity and equitable opportunities, AGRA seeks a qualified consultant to perform a comprehensive Childcare and Safeguarding Analysis as well as developing a Country Safeguarding framework. This analysis will explore the existing childcare models, identify the barriers faced by youth, particularly young women, and address the safeguarding concerns affecting economically disadvantaged youth as they pursue meaningful, profitable, and sustainable employment in agriculture.

Objectives

To promote Safe programming in Rwanda, AGRA is seeking to hire a consultant to conduct an analysis of childcare models and youth safeguarding practices. The consultant will also develop a safeguarding framework for AGRA Rwanda. The objective is to identify existing childcare models and safeguarding challenges, create solutions, and establish a framework to ensure that program interventions in Rwanda are safe, gender-responsive, and inclusive. The findings from the analysis will inform targeted interventions to address childcare and safeguarding strategies across AGRA’s initiatives in Rwanda, adjusting planned activities to prioritize the strategic needs and aspirations of young men and women for dignified and fulfilling jobs in agricultural value chains.

Duration

The consultancy is expected to be completed within 3 months.

Qualifications and Experience

i. Academic qualifications

  • Master’s degree or equivalent in Socio-Science, child Protection/Development, Law, gender and development, agriculture, sociology, or another field relevant to this assignment.

ii. Experience of the consultant in similar assignments

  • Proven expertise in Safeguarding, child Protection, and childcare models analysis/ value chain assessments, design and review of programs focused on Protection from violence, gender equality, equity, and mainstreaming.
  • Proven experience in using mixed methods (qualitative and quantitative) in data collection and analysis.
  • Experience with partnerships and collaborations with Governments, international development agencies, local organizations, and authorities, especially in youth employability in agriculture sectors.

iii. Consultant’s understanding of the assignment

  • Ability to gather knowledge on similar or relevant learning experiences.
  • Proven ability to develop and use mixed methods research designs to collect and analyze empirical data.
  • Understanding of the current childcare and Safeguarding, child protection, PAHEA and gender-based constraint at all levels (understanding the causes, the impact on value performance), youth and women employability challenges in the agriculture sector in Rwanda, and best practices and learnings.
  • Understanding stakeholder mapping and consultation for youth and women networks and associations engagement.
  • Understanding of national policy environment and government initiative around youth engagement in agriculture.
  • Understanding of policy, legislative, advocacy, and influencing initiatives with the youth in agriculture sectors.
  • Ability to produce well-written, analytical reports in English is essential
