The Government of the United Republic of Tanzania has launched the Agricultural Master Plan 2050, a long-term vision to drive structural transformation in agriculture. To oversee its implementation, the Agricultural Transformation Office (ATO) has been established within the Ministry of Agriculture. One of the key flagship initiatives under this plan is the rollout of the Agricultural Growth Corridors of Tanzania (AGCOT) a nationally coordinated effort to accelerate agricultural investment, infrastructure development, and inclusive value chain transformation using a spatially targeted, corridor-based model. In partnership with AGRA and other partners, ATO aims to oversee the expansion of AGCOT to new corridors and ensure the model is adapted to Tanzania’s evolving food systems strategy under the Agricultural Master Plan 2050. In this context, AGRA is supporting the recruitment of a Senior Policy and Institutional Advisor to work closely with ATO, AGCOT Centre, Agricultural Sectoral Lead Ministries (ASLMs), development partners, private sector and other stakeholders to ensure coherent, inclusive, and efficient implementation of this flagship initiative.

About this Assignment

The purpose of this consultancy is to provide strategic advisory support on policy alignment, institutional coordination, and stakeholder engagement to ensure successful planning, investment mobilization, and phased rollout of AGCOT corridors. The advisor will serve as a senior technical anchor for the ATO, guiding national-level policy decisions, cross-sectoral linkages, and implementation modalities critical to AGCOT’s expansion.

With the scaling of AGCOT as one of the 15 flagship initiatives under the Tanzania Agricultural Master Plan 2050, it is essential to embed senior-level advisory capacity within ATO to drive inter-ministerial coordination, fasttrack investment planning, and ensure alignment with other key reforms. This position will be catalytic in strengthening government ownership, building institutional memory, and unlocking financing for corridorbased agricultural transformation.

Objectives of the Consultancy

  • To ensure strong policy coherence between AGCOT and national development frameworks, including TDV 2050, LTPP 2026- 2050, ASDP II, TAIDF, Agenda 10/30, Livestock and Fisheries policy and institutional frameworks, and Pathways for Sustainable Food Systems 2030.
  • To strengthen institutional capacity within ATO for effective management and oversight of AGCOT rollout.
  • To enhance coordination and collaboration between public sector institutions (ASLMs), development partners, private sector actors, and farmer organizations.
  • To support the formulation of bankable corridor investment plans and governance frameworks.

Duration Of the Assignment

This is a 12-month period assignment with the possibility of extension.

Location of the assignment

The Primary duty station will be Dodoma, Tanzania, with periodic travel to Dar es Salaam, selected corridor regions, and stakeholder institutions.

Reporting, Communication and Coordination

The consultant will be embedded in the Agricultural Transformation Office and report directly to the ATO Director. AGRA’s Tanzania office will provide technical oversight and facilitate periodic reviews. The advisor is expected to work closely with AGRA’s Policy and State Capability teams and AGCOT Centre.

Qualifications and Experience

Minimum Academic Requirements:

Master’s degree or higher in Public Policy, Agricultural Economics, Development Studies, or related fields.

Professional Experience:

  • At least 10 years of experience in high-level advisory or coordination roles in agricultural policy, investment planning, or public sector reform, preferably within Africa.
  • Proven experience supporting multi-sector initiatives or corridor-based development strategies.
  • Familiarity with Tanzania’s agricultural development landscape, particularly ASDP II and corridor agricultural models such as SAGCOT.
  • Experience engaging with ministries, regional and local governments, development partners, and the private sector.
  • Strong background in policy analysis, strategy formulation, and institutional development.

Competencies:

  • Demonstrated leadership in cross-sector stakeholder coordination.
  • Excellent writing and presentation skills.
  • Fluent in English; working knowledge of Swahili is desirable.
  • Strong interpersonal, diplomatic, and facilitation skills.
