Job Description

Objective and Purpose of the Assignment

To support prefeasibility/feasibility and related studies for addressing the impacts of COVID-19 on social sector projects in SASEC client countries.

Scope of Work

The Civil Engineer will support preparation and timely implementation of civil works required under the Project.

Detailed Tasks and/or Expected Output

(i) Identify and conduct baseline information for all subprojects. For each subproject, prepare documents for construction, renovation, remodeling of subprojects, such as, point of entries, isolation centers, critical care units, and microbiological laboratories, prepare detailed design and specification (standard specification if applicable), prepare schedule of rates, bill of quantity, and cost estimates considering environmental and social safeguards impacts and development impact of construction;

(ii) Prepare a measurement book, bill of quantity, and maintain all records related to the civil works of the project including variation order, if needed, for approval by project implementation unit (PIU);

(iii) Liaise with PIU, relevant government departments and agencies to ensure prioritization and expediting quality civil works design and implementation and also ensure the environmental safeguards and other compliances;

(iv) Ensure that civil works are carefully synchronized and coordinated with civil works of other externally funded projects;

(v) Conduct routine supervisory oversight and monitoring visits to subprojects to ensure quality of construction as per the specification and completed on time;

(vi) Handle budgeting and cost control of all civil works of the project;

(vii) Prepare monthly and quarterly progress reports and submit them to PIU and ADB for follow-up action;

(viii) Support processing higher education project for advanced agriculture on renovation and refurbishment of existing buildings at Bangladesh Agricultural University (BAU) as well as new building related to national interdisciplinary research support center and startup facility at BAU; and

(ix) Perform other relevant tasks as requested by ADB from time to time.

Minimum Qualification Requirements

The consultant will have at least a graduate degree in Civil Engineering from any recognized university or equivalent qualification with a minimum of 10 years of professional experience in civil engineering. The consultant must have experience working on design and drawing, preparation of cost estimate, tender documents, supervision and monitoring for civil works. Work experience in similar complex externally funded projects is preferred.
