Background
Sand and Dust storms (SDS), as a transboundary phenomenon, are caused by both natural factors and human activities, particularly in semi-arid and arid regions. The transboundary nature of this phenomenon creates significant challenges at both national and international levels, as these storms have the ability to cross national borders and negatively impact multiple countries. The main goal of the joint project between the United Nations Development Programme (UNDP) and the Department of Environment (DoE) of Islamic Republic of Iran is to address the challenges of SDS in pilot areas through adaptive and mitigation measures, and to establish mechanisms for reducing their negative impacts.
Scope of Work
The M&E Expert will supervise the implementation of the ““Implementation of Measures to Mitigate Adverse Impacts and Adapt to SDS in Iran, Semnan Province, Turan Region” project in Semnan Province— specifically in the Turan Region (Abbasabad area)—providing technical guidance and support to ensure that activities are thoroughly documented, performance is regularly assessed, and lessons learned are captured and disseminated. The abovementioned project aims to deploy comprehensive adaptation and management strategies to mitigate SDS phenomena and attenuate the adverse effects of SDS in Semnan province.
Key Responsibilities
The M&E Expert will carry out the following tasks:
1. Inception & Baseline Assessment
1.1.Review of the “Implementation of Measures to Mitigate Adverse Impacts and Adapt to SDS in Iran, Semnan Province, Turan Region” project ToR and existing field data
1.2.Validate key implementation fidelity assessment methods
▪ Technical compliance checklist (e.g., planting density, pit dimensions, species mix, windbreak height and alignment)
▪ Photographic & geo-tagged evidence (before/after photos taken from fixed GPS points, ideally repeated by each monitoring mission)
▪ Random spot measurements (small-sample verification of key dimensions. e.g., pit diameter, seedling height, spacing between windbreak rows). results recorded against tolerance limits)
▪ Contractor site evaluation (cross-check field diaries, delivery receipts for seedlings, usage logs, and machinery hours)
▪ Stakeholder confirmation (short check with provisional DoE)
1.3.Establish an evaluation checklist based on the implementation fidelity assessment for eachimplementing measure
1.4.Present a monitoring calendar based on the “Implementation of Measures to Mitigate Adverse Impacts and Adapt to SDS in Iran, Semnan Province, Turan Region” project timeline
1.5.Submit a concise inception report
2. Monthly Implementation Performance
2.1.Conduct field mission per month
2.2.Verify project’s outputs against implementation fidelity assessment
2.3.Complete monitoring checklist on site
2.4.Issue field visit report after each visit
3. Final Evaluation
3.1.Consolidate evidence from monthly briefs and baseline data
3.2.Document lessons learned, best practices, and risks for scale up
3.3.Deliver a concise terminal evaluation report with synthesizing all monthly reports, field observations, and feedback.
