B. Major Duties and Responsibilities
Key duties and responsibilities of the Advisor include:
● Provide Strategic and Technical Support to the Infectious Disease Portfolio (30%)
- Advance the ID Teams’ capacity to coordinate and collaborate with across ID teams, Health Office, Mission, and with external partners.
- Advise on operationalizing and achieving the ID Teams’ Strategic Framework goals and results across the TB, HIV/AIDS, and GHS teams.
- Proactively identify, liaise and coordinate across each ID team and other technical teams to ensure maximum synergies and integration within the Health Office and across technical offices within the mission.
- Facilitate coordination across USAID-funded TB, HIV/AIDS, GHS implementing partners. Provide guidance to implementing partners for program integration and synergy.
- Serve as a technical advisor for USAID’s investments in strengthening the GOI supply chain and commodities distribution system.
- Ensures technical and programmatic synergy between USAID supply chain management activities and other governmental and non-governmental health logistics activities by facilitating exchange of technical information and identifying opportunities for partnership on technical and programmatic activities to achieve greater engagement with and use of private sector services with USAID’s HIV/AIDS IPs, TB portfolio IPs, the GOI, and other donors, including the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM).
- Assist with interpreting and implementing new policy directives within the Division.
- Engage externally with relevant ministries and partners to further the goals of the ID teams.
- Represent USAID/Indonesia in meetings, seminars, and conferences on ID health issues, locally, regionally, and internationally.
● Monitoring, Reporting, and Communicating (40%)
- Alongside the ID Deputy Director, collaborate with the ID technical teams to track progress and results across all activities and encourage programmatic adjustments when necessary.
- Work with PRO/DOC, ID Deputy Director, and ID technical teams to ensure that successes are identified and highlighted on an ongoing basis.
- Prepare technical positions and background materials for use in USAID/Indonesia’s communications relating to TB, HIV/AIDS, GHS, reports to senior Mission staff, speeches, press releases, briefing papers, and the Mission Performance Plan, PPR and other monitoring and performance reporting mechanisms.
- Work with the US Embassy interagency health team to prepare joint reports and plans on GHS and other reports as requested by the Health Office leadership.
● Program Management (30%)
- Serve as an AOR/COR and/or an Activity Manager for select GHS, TB, and/or HIV/AIDS programs.
- Direct the development of detailed annual work plans and budgets for programs, oversee the implementation of activities, and monitor results/outcomes of the programs.
- Support the design of new activities and ensure that new interventions are consistent with Health Office program goals and objectives under the CDCS and Infectious Disease results framework; the GHS/TB/HIV/AIDS priorities, the mission performance monitoring plan, and other monitoring and evaluation requirements.
- Prepare documentation related to contract financing, amendments, and reporting for both institutional contractors and grantees, in collaboration with the other program managers, AOR/CORs, Budget Analyst and the Mission’s Office of Acquisitions and Assistance (OAA).
MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION
- EDUCATION: Master’s degree in Public Health, International Development, Social or Behavioral Sciences, Epidemiology, Nursing, Medicine, Biology, or Infectious Disease.
- PRIOR WORK EXPERIENCE: A minimum of five years of relevant professional experience in public health/development program planning and management is required. Experience with infectious disease programs is highly desirable.
- LANGUAGE PROFICIENCY: The Advisor must be fluent in English and have proven ability to communicate quickly, clearly and concisely, both orally and in writing.
