Job Description

QED is preparing to bid on the upcoming USAID Iraq Performance Management and Evaluation Services. The purpose of this program is to provide utilization-driven support in the areas of project/activity monitoring, evaluation, research, organizational learning, and knowledge management. The primary goal of this contract is to improve performance management at all levels to help the Mission meet Agency requirements, make better informed strategic and management decisions, and advance USAID learning on effective development approaches.

The IT/Database is a full-time contract position based in Baghdad, Iraq. It is expected to be a 3-year (with two potential additional years) project scheduled to begin mid-late 2020. Position is contingent upon award. The Database Manager will work collaboratively with other members of the project to ensure that project objectives in research and evaluation are achieved.


The responsibilities of the IT/Database Manager include, but are not limited to, the following:

  • Maintain database results by setting and enforcing standards and controls
  • Prepare for database expansion by studying plans and requirements; advising the team
  • Coordinate design and programming
  • Keep the Chief of Party and MEL team informed by preparing reports on system performance and problems
  • Upgrade hardware and software by assessing transaction processing and database production options
  • Maintain database performance by troubleshooting problems
  • Accomplish platform upgrades and improvements by supervising system programming
  • Administer database organization, standards, controls, procedures and documentation
  • Implement data flow standards and support agency interoperability development
  • Support the management, development, and maintenance of databases
  • Provide support of oversight of information management procedures to improve intelligence flow, sharing and usability
  • Review and provide recommendations on software and hardware modifications or changes from an information management perspective
  • Research technical solutions and product specifications for intelligence systems enhancements, projects and programs to enhance architecture, databases and information flow
  • Manage, analyze, and mitigate the impact of technology changes on current and projected organizational requirements and work processes
  • Review data collected and cross-reference intelligence collection priorities and plans, in order to ensure proper identification and categorization with screening SOPs and plan when necessary
  • Conduct other intelligence supporting activities related to intelligence support operations, with appropriate supervision and oversight
  • Securing database by developing policies, procedures, and controls
  • Other duties as assigned


  • Bachelors degree in Information Technology, Computer Science, or related field
  • Certifications in computer-related programs
  • At least Five (5) years working experience with USG donors, USAID, or other similar international organizations
  • Experience with data maintenance, database management and design, promoting process improvement
  • Quality Focus, Technical Understanding
  • Attention to Detail, Thoroughness, Requirements Analysis
  • Fluent in written and spoken Arabic and English
