Job Description

IP3, a unit of Tetra Tech ARD (http://www.tetratechintdev.com), is currently accepting expressions of interest from qualified candidates for a PPP Analyst. IP3 is looking for an individual with PPP experience in the US and/or international infrastructure and international development market. The ideal candidate is a PPP generalist with skills in the following areas: finance, public policy, economics and institutional capacity building. The candidate should have experience as a public speaker and be able to participate in PPP workshops and training sessions. Periodic travel may be required for up to two consecutive weeks. The position is based in Arlington, VA.

Responsibilities may include:

* Reviews of institutional frameworks, sector policies, and PPP legislation;

* Analyze and draft recommendations for PPP policy documents;

* Conducting scoping analysis for governments and international financial institutions to screen and assess environment for bankable PPP projects;

* Assessment of regulatory frameworks and tariff applications;

* Design PPP procurement regulations;

* Preparation of Expressions of Interest and proposals for P3 project proposal;

* Organize and draft ex post evaluations of PPP projects; and

* Complementary analysis, assessment, or development as deemed necessary and appropriate by the Director.

Qualifications:

* Minimum of a Master’s Degree or equivalent in international development, public administration, economics, finance, or business administration;

* At least five (5) years of relevant professional experience, preferably in an infrastructure sector and/or with organizations implementing and propagating PPPs;

* Relevant experience and knowledge of infrastructure related policies and programs of international agencies and financial institutions;

* A strong understanding of economics and finance (including financial statement analysis and project finance);

* Strong quantitative and writing skills;

* Professional-level proficiency in a second language (will be a bonus);

* Demonstrated outstanding interpersonal and intercultural skills in relationships with clients, consultants, and partners; and

* U.S. citizenship or a valid U.S. work permit is mandatory.
