The Programme
SUED is a £70-million, six-year programme supported by the UK Government through the Foreign, Commonwealth and Development Office (FCDO), and implemented by Tetra Tech International Development (see the SUED website for more details). The programme supported 12 fast growing municipalities to develop sustainable urban economic plans and is continuing to support 10 of these to attract investment for critical infrastructure and value chain projects.
The main programme objectives are to:
· Raise investment for critical bankable, climate-resilient infrastructure and value chain projects.
· Assist municipalities to plan better for urbanisation through provision of high quality urban economic plans.
· Create climate-resilient jobs./
· Improve rural links with larger markets that were previously difficult to access.
· Poise municipalities for climate-resilient and sustainable growth.
Tetra Tech is the managing agent for the overall SUED programme and holds responsibility for coordinating, sharing learnings, quality assurance and overall success of the programme. We manage a range of skilled subcontractors to deliver the programme. SUED commenced in September 2018, and following an extension to its timelines, will run to March 2024.
The Position
We are looking for a new Investment Lead to manage the important Investment Attraction workstream of SUED. Over the next two years we are looking to strike up to 30 deals for investment across 10 municipalities, spanning regions across Kenya and various sectors. The post-holder will be central to making this happen by providing technical investment attraction leadership, management of subcontractors and quality assurance of key deliverables.
The Investment Lead will oversee and manage subcontracted Investment Attraction firms (IAFs) working to bring in investment across SUED’s municipalities. The Investment Lead will be able to quality assure, technically challenge and lead the work of this component. The position will monitor the overall progress of up to 30 projects in agriculture, manufacturing, infrastructure and other sectors and be confident speaking about the particulars of each.
The post-holder will ensure IAFs pursue projects with a strong developmental impact and input into deliverables such as project selection memos, pre-feasibility studies and due diligence, taking the projects through to financial close. The investment Lead will also work with the IAFs to assist potential investors in applying for the SUED seed fund and prepare submissions to the SUED investment committee for final decision on release of funds. They will regularly represent SUED at external events and networks in order to generate leads for potential investments.
The Person
The Investment Lead will have extensive expertise in investment attraction, impact investing, blended finance or similar fields and be confident speaking to these subjects with our donor client, external stakeholders and IAFs who are experts in these fields. H/she should have a strong understanding of what it means to generate investment and the process behind that. H/she should also have excellent interpersonal and communication skills and strong understanding of what it means to generate investment in emerging markets.
Understanding of the Kenyan context is important and we expect H/she to keep abreast of political and economic developments in the country. Management and quality assurance of IAFs is central to the role, and experience of this will be a strong advantage. Understanding of donor-funded programmes and previous experience working with Kenyan municipalities, counties and national government will also be considered an advantage.
Key skills include:
· 10-15 years’ experience in investment attraction/impact investing/blended finance or similar field.
· Experience working on blended finance transactions that have a sustainable business model, financial return for investors and delivers on impact, especially in Kenya.
· Strong understanding of the needs of private operators, investors and the investment attraction process.
· Excellent communication, presentation and relationship-building skills.
· Ability to work on multiple projects at the same time and appropriately prioritise.
· Understanding of Kenya’s political economy, investment landscape and economic development.
· Significant experience with key economic development and investment concepts and ability to speak about these with a high degree of confidence.
· Experience in managing subcontractors and quality assuring technical deliverables.
· Experience of working on donor-funded projects is an advantage.
· Understanding of environmental, climate change, and gender and social inclusion issues is an advantage.
· Experience in reviewing and writing high quality written communications such as client reports and investment materials.
