Job Description

Project (EU-Tender in progress): Provision of Technical Assistance to the Government of Tajikistan to build institutional capacity in IWRM and contribute to sustainable management and protection of water and land resources

The project will commence 1st May 2016 at the earliest.

The overall objective of the project is to contribute to the reduction of poverty in rural communities by improving people’s livelihoods and food security (through improved food availability and accessibility, including access to nutritionally adequate diet), respecting the natural resource base.

The purpose of the project is to enable inclusive growth in rural communities based on improved and sustainable use and integrated and equitable management of natural resources, and resilience to extreme climatic conditions.

The results to be achieved by the technical assistance to be contracted are

Result 1: Strengthened institutions and capacity in strategic decision-making, planning,

regulation, quality control, and management in the water sector.

Result 2: Water and natural resources are sustainably managed and protected.

Result 3: Horizontal activities are implemented, including support to the policy dialogue in

the water sector.

Key expert 2: Irrigation Agronomist / Social Water Management Expert – min. 600 working

Days within 42 months of project duration

Qualifications and skills

  • Education at least Master of Sciences or equivalent in agriculture, agriculture engineering, agricultural economics, agronomy, water or rural development, or at least 15 years of professional experience in these areas;
  • Excellent command of English, both spoken and written;
  • Knowledge of Russian and/or Tajik is an asset;

General professional experience

  • A minimum of 10 years of experience in the design, monitoring, review and/or implementation of agricultural or natural resources management projects/programmes at international level (outside of the country of residence), with an irrigation or water management component;

Of which a minimum of 5 years of experience in development cooperation in low and middle income countries (according to the latest classification of the WB, see in http://data.worldbank.org/about/country-and-lending-groups);

Specific professional experience

  • Working experience in the formation, development and strengthening of Water User Associations (WUAs) at international level (outside of the country of residence), as demonstrated by at least 3 years of participation in implementing rural and/or agricultural development projects, which aimed at supporting WUAs as one of their main component;
  • Participated in at least one long-term water or watershed management project (i.e. of minimum 1 year duration) entailing a component focusing on natural resources management, including forestry or pasture management, or rural energy in relation to environmental protection and climate change resilience;
  • Experience in delivering Technical Assistance to the agriculture sector in EECCA countries9 (Eastern Europe, Caucasus, and Central Asia) is an asset;
  • Experience with EU funded projects is an asset.

The applicants must be independent and free from conflicts of interest in the responsibilities they take on.
