Summary

This position is located in the Bureau for Management’s, Office of the Chief Information Officer (M/CIO), Information and Process Management (IPM) Division, Process and Quality Management (PQM) Branch.

Responsibilities

As an Information Technology Specialist (Policy and Planning), your duties will include:

  • Identifying and developing data required for use in the planning and implementation of IT policy initiatives in support of international development programs.
  • Participating in the development and documentation of long- and short-range policy planning efforts.
  • Providing expert advice and guidance on policies, projects, and programs with national impact.
  • Guiding requires extensive interpretation for many policies, different and unrelated program processes, and methods, such as interpretations of original legislative or judicial intent and advice on revisions to existing policies and programs to meet requirements.
  • Presenting complex findings in succinct written, oral and graphic forms on management and operational issues related to IT policies and international development programs.
  • Communicating the details of research, analyses, providing expert technical advice and assistance on complex IT policy issues, such as issues or problems which impact substantive, mission-oriented international development programs.
  • Reviewing policies, practices, procedures, techniques, methods, and management control for specialized IT contracts.
  • Serving on technical evaluation panels to review, rate and rank proposals for IT services contracts.

GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. Examples of qualifying specialized experience at the next lower level for this position includes: (a) applying resource management principles and techniques to facilitate an organization’s enterprise information technology (IT) goals and objectives; (b) utilizing learning assessment techniques, organizational training policies, and the National Initiative for Cybersecurity Education (NICE) Framework to collaborate with others to resolve information technology issues; (c) managing IT budgets for appropriate resource allocation; (d) developing implementation plans that include analyses such as cost-benefit or return on investment (ROI), and risk management processes.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.
