Project Name: Support to European development policy and Team Europe

The services will strengthen the Team Europe (TE) approach to support the EU’s contribution to implementing the 2030 Agenda for Sustainable Development through greater coordination and coherence. The contract will provide technical assistance (TA) to EU Delegations and EU HQ, in order to better coordinate with the EU Member States, to deliver greater sustainable impact and transformational change in the partner countries by pulling our resources together and to establish TE leading role and its visible brand on the global stage. The TA will include facilitation of dialogue, communication and visibility actions, as well as support to TE Initiatives implementation and monitoring, TE ODA reporting, documentation of results and operational knowledge, capacity development and training, joint programming and joint implementation. The TA will be provided in several policy areas including development effectiveness, Green deal, human development, jobs and growth and digitalization.

Qualifications and skills

• Minimum of 3 years of professional experience in development work and EU development policies.
• Professional experience in working on development issues;
• Familiar with Joint programming, Working Better Together and Team Europe approaches;
• Very good communication skills of development issues, including:

- drafting/editing communication/outreach plans; designing and implementing outreach and visibility plans including journalistic products, audio-visual materials and publications;

- drafting/editing/design/layout of publications /reports and other communication products including inputs for social media/audio-visual products;

- implementation of social media campaigns; knowledge and work with Microsoft tools; and experience in the production of infographics;

• Experience in the research, professional presentation (tables, graphs, infographics) and in-depth analysis of ODA and other development data, including the following:
• knowledge of methodological aspects of the ODA measure and the OECD-DAC’s work on this (and ideally also of the IATI standard and TOSSD measure).
• use of relevant statistical databases, most importantly OECD.Stat30 with datasets DAC 1, DAC 2a, CRS etc. (while experience with other databases such as IATI31 (d-portal)and the TOSSD data visualisation tool32 as well as the World Bank’s database would be a strong asset);
• management of large datasets;
• direct collection of data from stakeholders (e.g. through surveys and the setup of dedicated tools/mechanisms);
