Project/Proposal Summary:

The USAID Tatweer project (development in Arabic) provides comprehensive assistance to Iraqi ministries and offices delivering services to the Iraqi people. Tatweer helps the government of Iraq rebuild its civil service as part of a general U.S. commitment to a strong, independent Iraqi government providing its people with food, medicine, power and a better future. Tatweer seeks applications for qualified candidates to fill the position of Laboratory Accreditation Advisor. The position is located in Baghdad, Iraq. It is short term assignment.

Background:

USAID/Tatweer program is working with the Iraqi Ministry of Planning (MoP) on developing the capacity of the Central Organization for Standardization and Quality Control (COSQC). This organization is responsible for setting standards for all economic sectors, metrology, testing procedures and quality control/ assurance certification program. The objective of this consultancy is to assist the COSQC in evaluation of requirements for their laboratory accreditation department, including equipment and training. The Advisor is to conduct training courses in the field of laboratory accreditation in accordance with internationally recognized standards. The Advisor will also assist COSQC in obtaining accreditation by International Accreditation agencies. The COSQC has an accreditation program in place. The COSQC’s accreditation department staff needs training to learn how to conduct accreditation accordance with international accepted practice. There is need to prepare required documents in accordance with ISO 17011. COSQC intends to become a member of ILAC.

Scope of Work:

In order to accomplish the above objective, the Advisor will carry out the following scope of work.

  1. 1. Conduct an internal audit of COSQC laboratory accreditation in accordance with the international accreditation specifications
  1. 2. Consultation and technical support to assist in COSQC laboratories obtain international accreditation including auditing and gap analysis.
  1. 3. Conduct training courses for audit team leaders in the field of laboratory accreditation in accordance with the global standard ISO/IEC 17025
  2. 4. Document the quality management systems (procedures and models).
  3. 5. Assist COSQC in adoption of procedures and steps to be undertaken by COSQC to fulfill the requirements for accreditation.
  1. 6. Deliver a training course on how to conduct root cause analysis, how to take corrective action and how to take preventive action

Qualifications:

The Advisor should have the following qualifications and experience:

  • Degree in engineering
  • Experience in leading organizations in the reform and development process;
  • Experience in a national standards institute preferably as a senior member of a department in such an organization
  • Expert in quality assurance standards and tools;
  • Expert in the life cycle of establishing a national standard;
  • Working knowledge of the international standards published by the International Organization for Standardization (ISO), IEC, International Electrotechnical Commission, ITU, International Telecommunications Union, Other International standardizing bodies, and The World Trade Organization (WTO)
  • Fluency in English
  • Arabic useful but not required

Level of Effort:

3-4 weeks based on Advisor’s availability
