Project HOPE seeks a consultant to support Global Health Security (GHS) initiatives in Asia, with a focus on laboratory capacity strengthening under the STRIDES GHS Indonesia grant. This is a one-year consultancy (through February 2027) contingent upon the grant award; requiring a substantial portion of the year’s availability. The role is primarily remote, with some travel within Indonesia
particularly in Jakarta and Yogyakarta.
Summary: The One Health Laboratory Prevention & Outbreak Response Advisor will lead the laboratory capacity building work to serve the Global Health Security Agenda to support the Indonesia government and their relevant ministries in the strengthening animal and human health laboratory systems. The Laboratory Advisor will have both administrative and technical responsibilities. The administrative responsibilities include managing assignments, the associated staff including those of any partners, logistics and budgets. The technical responsibilities include implementing Biosafety/Biosecurity standard operating procedure (SOPs), training, mentoring, and supervision of testing quality management systems (QMS), supporting data analysis and data sharing between animal health and human health laboratories and After-Action Reviews (AARs) on laboratory readiness. The administrative responsibilities include managing assignments,the associated staff including those of any partners, logistics and budgets. Most of the work will be remote with frequent travel to locations across Indonesia especially Jakarta and Yogyakarta.
Specific Objectives: The One Health Laboratory Strengthening Advisor provides technical advice based upon expertise and knowledge of evidence-based methods and strategies, current practice, and established laboratory and operational standards to ensure quality and rigorous design. Provides scientific leadership by staying current of evolving laboratory technical standards, guidelines, and program developments in area of expertise and sharing those with project- support laboratories, stakeholders, and project staff. S/he will be required to coordinate and work with a diverse group of organizations including US Government, the Ministry of Health laboratory staff and leaders, laboratory quality organizations and universities.
Technical Responsibilities: The Laboratory Advisor provides technical guidance and scientific leadership to the design, implementation and monitoring of technical strategies, laboratory assessment and capacity building initiatives, laboratory data analysis and reporting, programs or tools to support laboratory capacity building for the project. Specifically:
· Lead the development of technical assistance, laboratory strengthening and quality assurance/quality control materials and programs.
· Targeted TA and training for animal health laboratory staff on safe specimen collection, packaging, storage, and shipment of infectious materials
· Support Laboratory quality assurance frameworks, including biosafety and biosecurity practices across animal, human, and wildlife sectors
· Update and disseminate standardized diagnostic and biosafety protocols consistent with GOI regulations and international norms (OIE/WOAH, FAO, WHO)
· Support monitoring and supervision of testing quality management systems across public health and animal health laboratory networks
· Facilitate participation of veterinary and reference laboratories in External Quality Assurance (EQA) schemes
· Technical support for the interoperability of laboratory information management systems (SMILE) and animal and human health information systems (iSIKHNAS, SIZE, EWARS,SEHATSATLI)
· Formulate strategies for data integration, data migration; and data sharing;
· Strengthen diagnostic and data management capacity in animal health laboratories for outbreak confirmation and case tracking;
· Lead simulation exercises and facilitate after-action reviews conducted to test laboratory readiness
· Support supply chain-forecasting and stock management systems
· Laboratory Information Systems, Supplies and Logistics, Data Integration
· Lab workforce technical support training in laboratory surge capacity for multi-pathogen testing at NRL accredited laboratories
· Integrate diagnostic tools for near the point of care (nPOC) or POC molecular diagnostics.
· Specimen transport and standardized specimen transport approaches at provincial level
· Coordinate with health informatics partner on LIS interoperability to reduce turnaround time of lab results.
· Drug susceptibility testing: Support diagnosis through Xpert MTB/RIF, TB Culture (including drug susceptibility testing).
Position Requirements
The consultant should demonstrate the following:
· Master’s degree or its’ international equivalent in laboratory sciences such as Veterinary Medicine, with a specialization in microbiology;
· At least eight years of experience in clinical laboratory medicine in developing countries with at least five years’ experience in a laboratory quality management role; direct experience in Indonesia is preferred;
· Demonstrated experience working across One Health sectors (animal health, human health, and/or wildlife health).
· Proven knowledge and Competence in current laboratory developments in the diagnosis of infectious diseases including point-of-care and molecular methods.
· Direct experience with laboratory quality management systems (QMS) and competence in strengthening laboratories to achieve international quality standards including ISO 15189 and/or SLMTA/SLIPTA.
· Experience supporting laboratory information systems (LIS) and data systems interoperability.
· Experience designing and delivering technical assistance and training in laboratory systems;
· A demonstrated ability to work with multiple partners on collaborative projects;
· Familiarity with international biosafety regulations and implementation in laboratories;
· A demonstrated ability to create and maintain effective working relations with host country governments and international organizations operating in country; and
· Experience to manage projects, set realistic priorities, and plan for the successful implementation of activities.
· Professional fluency in English (written and spoken)
