Project Overview:

The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor- Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program’s (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.

Role Overview:

Labour Mobility Engagement Managers (EMs) are embedded within Labour Sending Units (LSUs) and pivotal in supporting labour mobility in major labour sending countries. The position will collaborate closely with the Fiji LSU Director and senior government officials, driving initiatives that align with national economic and skills objectives. EMs serve as the primary counterpart for DFAT posts, coordinating with various stakeholders to enhance the role of labour mobility within the framework of bilateral Development Partnership Plans (DPPs). This position calls for proactive leaders who can strategically plan and align priorities in labour mobility while fostering collaboration among relevant actors. Primary Duties and Responsibilities:

The Labour Mobility Engagement Manager - Fiji will:

  • Lead and coordinate PLMSP country strategy, activities, and emerging priorities, including the development and implementation of country plans and budgets.
  • Provide advice, guidance, and risk management support to LSU Directors and senior ministry leaders to help partner countries achieve labour mobility priorities, while also guiding Labour Sending Units (LSUs) and key partners to strengthen linkages, promote inclusion, and facilitate reintegration initiatives for returning workers.
  • Serve as the knowledge leader for PALM priorities, keeping DFAT, PLMSP, and LSU informed.
  • Lead and manage in-country PLMSP staff, including the program manager and labour mobility coordinator, to ensure effective implementation of initiatives.
  • Actively support and facilitate the design and delivery of DFAT PALM priorities, pilots, and special projects through the PLMSP.
  • Oversee steering committee activities, manage regular reporting and budget compliance, engage with DFAT posts, and ensure adherence to PLMSP policies and processes.

Required Qualifications:

Successful candidate will possess the following qualifications and experience:

  • Tertiary qualifications or equivalent experience, with over five years in similar project support or management roles.
  • A demonstrated ability to build respectful, productive and sustainable working relationships with a variety of stakeholders (including partner government, civil society and the private sector) and working together to achieve results. 
  • Superior research and analytical skills.
  • Proven strong written and verbal communication skills. 
  • Strong organizational and project management skills, with the ability to initiate tasks, work independently, and prioritize and monitor progress effectively.
