DEval is looking for a Local Consultant supporting the evaluation of the Promotion of Anti-corruption in Indonesia.
While the promotion of anti-corruption by German Development Cooperation has been on the agenda for a while, increased attention has been given to the strengthening of anti-corruption efforts with the performance profile anti-corruption and integrity in 2022 by the BMZ. BMZ’s approach consists of two components: mainstreaming anti-corruption across German development cooperation and interventions promoting anti-corruption in partner countries.
The focus of the evaluation is on the question to which degree the BMZ‘s approach to curb corruption is appropriate and suitable to contribute to the prevention and reduction of corruption as a development obstacle. The evaluation will provide insights and recommendations for BMZ and implementing organisations with regards to mainstreaming anti-corruption and effectiveness of direct measures of anti-corruption.
As part of the evaluation, DEval will conduct a case study in Indonesia, probably between 16 and 27 February 2026. Field work for the case study will take approximately two weeks. DEval is looking for a Local Consultant to prepare, implement, and follow-up on the case study on behalf of DEval. Tasks will include organizing, conducting and recording interviews in Indonesia and carrying out document/ literature reviews, as well as managing the logistics as part of the case study.
About DEval
The German Institute for Development Evaluation (DEval) was founded in 2012 and is based in Bonn. The institute is organized as a German non-profit institution with limited liability (German Limited Liability Companies Act, GmbH). Its sole shareholder is the German Federal Government, represented by the Federal Ministry for Economic Cooperation and Development (BMZ). The main task of DEval is the independent analysis and assessment (evaluation) of German development cooperation interventions. Additional tasks include the development of appropriate methods and standards, providing qualification measures, as well as supporting evaluation capacity building in the partner countries for German development cooperation. The institute thereby engages in various national and international forms of cooperation.
