Seeking a M&E Specialist for USAID project

Background

NORC at the University of Chicago is one of the largest and most highly respected social research organizations pursuing high quality social science research both in the U.S. and internationally. NORC is seeking an M&E Specialist to support a large USAID district governance strengthening project. The project will align with and support Zambia’s decentralization policy framework and will help build a local system of governance capable of responsive service delivery in health, education, nutrition, and natural resources management.

All individuals should be fluent in written and spoken English. Zambian nationals are preferred. Women are strongly encouraged to apply. This is a full-time position based in Lusaka, Zambia for a duration of 5 years. The position is contingent upon contract award and funding.

M&E Advisor

The M&E Specialist will be responsible for all of the project’s monitoring and evaluation tasks, including but not limited to developing the M&E plan, defining indicators, conducting baseline data, collecting and reviewing monitoring data, analyzing collected data, and writing quarterly and annual reports. This position will work alongside technical specialists and will provide capacity building trainings to the project team as needed.

Required Qualifications Include:

  • A University degree in sociology, economics, political science, statistics, public policy, or other relevant field, or a Bachelor’s degree and an additional five years of related professional experience;
  • Minimum five years of experience in M&E, preferably including M&E role on a USAID project;
  • Significant experience collecting data in rural settings;
  • Familiarity with one or more of the following areas: health, education, nutrition, or natural resource management;
  • Advanced knowledge of Microsoft Excel and at least one Statistical Software (i.e., Stata, SPSS, SAS, R, or Python);
  • Knowledge of both PAPI and CAPI techniques and experience supporting the uptake of electronic data collection systems;
  • Strong attention to detail and excellent organizational skills; and
  • Excellent written and verbal communication skills in English.

Advanced Qualifications Include:

  • Experience conducting evaluations;
  • Past experience in creating effective visualizations of monitoring data;
  • Experience in programming surveys in ODK and managing them through an electronic data collection platform such as SurveyCTO or ONA.

In addition, preference will be given to candidates who are Zambian nationals.
